Organizational context
The International Organization for Migration (IOM) in Peru supports the Peruvian State in promoting safe, orderly, and regular migration with protection for vulnerable individuals. The Tumbes region, a strategic border area with Ecuador, faces challenges related to human mobility, including exploitation, human trafficking, and gender-based violence. IOM works to strengthen institutional responses to these issues, focusing on mobile populations and vulnerable groups.
Job purpose
This consultancy aims to provide technical assistance and specialized support to IOM in Tumbes, Peru, to enhance protection, prevention, and response actions against human trafficking and gender-based violence. The role will focus on migrant populations and other vulnerable individuals, contributing to strengthening protection system actors' capacities, inter-institutional coordination, and mechanisms for identification, referral, and comprehensive care. The consultancy will operate under a human rights, intersectionality, human mobility, and do-no-harm approach, aligning with the objectives of the 'Women's Economic and Social Empowerment Program in Tumbes, Peru.'
Responsibilities
The consultant will provide information, guidance, and support on access to rights and services for migrants and vulnerable populations, including survivors of gender-based violence and human trafficking. Responsibilities include case management, initial assessment, developing care plans, referrals, and follow-up for identified cases. The role involves providing legal assistance to migrant women, developing and delivering training content on human trafficking and protection for multi-sectoral networks, and supporting specialized workshops for public prosecutors and police. The consultant will also facilitate IOM's participation in inter-institutional coordination spaces, strengthen relationships with community-based organizations and the Public Ministry, support project activities, and prepare reports and documentation on case management and project progress.
Education
A Bachelor's degree in Law, Political Science, Sociology, Psychology, or other social sciences is required. Specialization courses related to human trafficking are desirable. A valid driver's license (A1) is also preferred.
Work experience
A minimum of two years of general experience in the public or private sector in protection and case management is required. Specific experience of one year in access to rights, gender-based violence, human trafficking, and migrant smuggling is necessary. Proven experience working with refugee and/or migrant populations in Peru is essential. Previous experience in NGOs or the UN System is desirable.
