Position: Non Key Expert

The Government of the Republic of the Philippines (GPH), with support from the European Union (EU), is implementing the "Support to the Bangsamoro Transition Authority" (SUBATRA). This programme aims to build the capacity of the Bangsamoro Transition Authority (BTA) to coordinate key transitional policies and deliver basic services during the transition, which is critical for consolidating peace in Mindanao.

SUBATRA Programme

The purpose of SUBATRA is to contribute to a smooth and timely transition through capacity building of the three branches of the Bangsamoro Government, focusing on:

  • Capacity of the BTA’s executive branch to coordinate key transitional policies and deliver basic services (output 1)
  • Capacity of the Parliament to exercise law-making and oversight functions (output 2)
  • Capacity of the Justice System to adjudicate litigations and improve access to justice (output 3)
  • Capacity of civil society to contribute to a peaceful transition (output 4)

Job Description

Objective: The overall objective of this consultancy is to provide technical assistance to the Office of the Chief of Staff in drafting and publishing the BARMM OCM Protocol Guidelines, ensuring consistency with national and international standards. The guidelines will cover:

  • Various aspects and principles of Official and Diplomatic Protocol in the international scene.
  • Image and Communication Skills Enhancement, Social Graces, and Diplomatic Protocol as practiced by the Philippine government.
  • Contextualized roles and functions of protocol adaptive to the Bangsamoro cultural and governance context.
  • Cross-Cultural Courtesies and International Etiquette for online and personal interactions.

Methodology: The drafting process will involve collaboration between the Non Key Expert (NKE), OCOS Focal Person/s, and Key Expert (KE) on Governance. The NKE will provide guidance, templates, and research support to the lead writers, participating in scheduled meetings and a 2-day face-to-face training in Cotabato.

Scope of Work: The NKE will assist in drafting and finalizing the Protocol Guideline, and facilitate orientation-training sessions for key OCM officers involved in diplomatic protocol tasks.

Required Outputs/Deliverables: The assignment will last for 10 working days, and deliverables include:

  • Discussion with OCM-OCOS and Particip Team to outline the plan of action and reference materials.
  • Draft outline of the Protocol Guidelines based on the Department of Foreign Affairs – Foreign Service Office.
  • Provision of relevant documents, legal issuances, and templates.
  • Preparation of training materials for orientation training.
  • Conduct of orientation training for the OCM Pool of Trainers on Protocol.
  • Final Protocol Guidelines.

Requirements:

General qualifications and skills:

  • Graduate studies/degree in Social Science, Foreign Service, or relevant fields.
  • Passer of the Board for Foreign Service is an advantage.
  • Expertise in spoken and written English.
  • Fluency in at least one local language is desirable.

General professional experience:

  • At least 10 years of experience in governmental service at the national level, with competencies in diplomacy and foreign relations.
  • Experience as a trainer at the Foreign Service Institute (FSI) or the Presidential Protocol is an advantage.
  • Experience with development partners and multilateral agencies is desirable.

Specific professional experience:

  • Experience in senior-level government positions at the National Government and/or Bangsamoro.
  • Extensive knowledge of government protocols and public communication.
