Budget Analyst

DUTIES:

The incumbent is responsible for all the fiscal data information for 5 INL (International Narcotics and Law Enforcement) multi-year projects at an annual budget of $2.4M US Dollars and a Pipeline Budget of $4.7M US Dollars.

S/he is a back-up to the Accountant/Budget Analyst (3) that rotate 11 other projects at an annual budget of $27M US Dollars, with a Pipeline Budget of over $60M US Dollars & will perform the Value Added Tax (VAT) refund recovery, estimated yearly at $5M US Dollars for the local purchases for all counternarcotic projects under INL appropriations funding and established in the Operative Plan described in the Bilateral Agreement with the Government of Peru (GOP).

Works directly with all the INL Programs (13) that per the 1996 Bi-Lateral Agreement with GOP are sanctioned in receiving the 18% VAT imposed by all in country procurements and provides reports to INL Analyst of all the monthly reimbursements to each Program, including the audit of invoices to verify compliance with mandatory requirements that must be followed to receive VAT reimbursement following regulations established by the Peruvian Agency for International Cooperation (APCI), a section of the Ministry of Foreign Affairs.

EXPERIENCE:

At least five years of experience in a budgeting, financial, accounting, or financial analyst position is required.

EDUCATION:

Two years of college studies in accounting, finance, economics, or business administration is required.
