The WASH Specialist level 3 GJP is to be used in Peru where the WASH Program is a major component of the Country Programme (or CPD).
UNICEF, this position reports to the Health Specialist in Peru.
How can you make a difference?
The WASH Specialist reports to the Health Specialist for guidance and general supervision.
The WASH Specialist supports the development, preparation, management, implementation, monitoring and evaluation of the WASH or climate change interventions within the country programme.
The WASH Specialist provides technical guidance and management support throughout the programming processes, to facilitate the administration and achievement of the WASH-related output results and facilitates the inclusion of the climate change framework in the country programme.
- Programme development and planning
Participate in strategic WASH programme planning discussions.
Elaboration of the country WASH and Theory of Change, prepare WASH/Climate Change donor proposals, ensuring alignment with the UNlCEF's Strategic Plan,
UNICEF's global WASH strategy and the Country Programme as well as government plans and priorities, and the role of other external support agencies.
Work with internal and external colleagues and partners to discuss strategies and methodologies for the achievement of WASH output results in the country programme.
Provide technical and operational support throughout all stages of programming processes and ensure integration, coherence and harmonization of WASH and climate change with other
UNICEF sectors, for the achievement of the WASH output results.
- Programme management, monitoring and delivery of results
Participate in regular field monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the higher level of program management.
Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity.
Prepare sectoral progress reports for management, donors and partners.
- Technical and operational support for programme implementation
Actively monitor
UNICEF-supported activities through periodic field visits, surveys and exchange of information with partners, to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely interventions.
Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of
UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation.
Participate in WASH programme meetings, to review progress, with government, other sector agencies and implementation partners, involved at various stages of WASH programme implementation, to provide expert advice and guidance.

Knowledge and compliance with the HACT policy, including UNPP, PV, Micro-assessment or audits request related to the WASH implementation
Ensuring adequate management of WASH funds and grants implementation.
- Humanitarian WASH preparedness and response
Prepare requisitions for supplies, services, long-term agreements and partnership agreements to ensure
UNICEF is prepared to deliver on its commitments for WASH in case of an emergency.
Ensure that all
UNICEF WASH staff are familiar with
UNICEF's procedures for responding in an emergency.
Take up support roles in an emergency response and early recovery, as and when the need arises.
Ensure the use of the WASH supplies to deliver results for children, implementing monitor strategies and stock oversight.
- Networking and partnership building
Hold meetings with the housing, construction and sanitation ministry officials and regional authorities to foster partnerships and share knowledge for effective program implementation.
Prepare materials for WASH programme advocacy to promote awareness, establish partnerships and support fund-raising.
Participate in inter-agency discussions, ensuring that UNlCEF's position, interests and priorities are fully considered and integrated in the UNDAF development planning and agenda setting.
- Innovation, knowledge management and capacity building
Prepare learning/knowledge products, covering innovative approaches and good practices, to support overall WASH and Climate Change sector development.
Create and deliver learning opportunities for
UNICEF WASH staff, to ensure our sector capacity remains up-to-date with latest developments.
Contribute to the systematic assessment of WASH sector capacity gap analysis, in collaboration with government and other stakeholders, and support the design of initiative to strengthen capacities systematically.
Deliverables/ Output:
Prepare WASH inputs for the situation analysis to inform policy and programme design.
Participate in strategic planning and prepare donor proposals aligned with
UNICEF's strategies and the Country Programme.
Assist in formulating WASH and Climate Change outcome, indicators, and targets, and prepare documentation for programme reviews.
Strengthen national government monitoring systems with a focus on WASH and climate change outcome.
Conduct field monitoring and evaluation, prepare reports to identify program gaps, and document lessons learned in WASH and CC.
Monitor and report on the use of programme resources, ensuring compliance with organizational and donor standards.
Monitor and assess
UNICEF-supported activities through field visits and exchanges with partners.
Provide technical and operational support to government counterparts and partners on WASH policies and best practices.
Plan for technical expert involvement from regional offices and headquarters as needed.
Prepare for emergency responses by requisitioning necessary supplies and services.
Contribute to robust coordination arrangements for humanitarian WASH activities.
Familiarize all WASH staff with emergency response procedures.
Regularly engage in field visits for monitoring, advocacy, and establishing coordination mechanisms.
Prepare materials for WASH and CC programme advocacy and support fundraising efforts.
Participate in inter-agency discussions to ensure
UNICEF's interests are integrated into development planning.
Lead the development and documentation of WASH action research and innovations.
Create and disseminate knowledge products on innovative approaches and good practices.
Deliver learning opportunities for
UNICEF WASH staff and participate in capacity building initiatives.
To qualify as an advocate for every child you will have?
The following minimum requirements:
Education:
A Master's Degree in public health, social sciences, behavior change communication, sanitary engineering, civil engineering or other specialist field related to WASH is required.
- A first level university degree with an additional two years of experience may be accepted in lieu of the advanced university degree.
Work Experience:
at least five years of professional work experience in WASH-related programs for developing countries, including one-year deployment in a developing country.
And a minimum of one year of professional experience in humanitarian response in WASH.Skills:
Expert knowledge of three components and basic knowledge of three components:
Rural water supply for low- and middle-income countries ? including water safety, sustainability
Rural sanitation for low- and middle-income countries, incl sustainability;applying CATS principles
Urban sanitation for low- and middle-income countries, incl sustainability
WASH-in-Schools and Health Centres
Menstrual hygiene management
National government WASH policies, plans and strategies
Humanitarian WASH ? preparedness, response and recovery, coordination of the response
Programme/project management
Capacity development
Monitoring and evaluation
Language Requirements:
Oral and written proficiency in Spanish and English is required.
The following desirables:
- Knowledge of another official UN language or a local language of the duty station (quechua, airmara, amazonic dialects, etc.) is considered as an asset.
- Developing country work experience and/or familiarity with emergency.
