Contracting Specialist

**DUTIES**:
Under the direct supervision of the Procurement Supervisor, the Contracting Specialist (Contracting and COR), provides work guidance and indirect supervision to seven (7) Procurement Unit members. Coordinates with the Procurement Supervisor, the development of Procurement Unit objectives, preparing weekly, monthly and quarterly reports to identify and construct appropriate assistance and development instruments to improve ICASS services provided at Post. Incumbent is the deputy Procurement Supervisor serving as back up during supervisor's absence. Job holder is a Contracting Specialist, responsible for a broad range of procurement and acquisition functions that include simplified acquisitions, supplier analysis and selection, negotiation, contracting and supply chain management. Job holder is a certified Contracting Officer’s Representative (COR).

**EXPERIENCE**:
Five (5) years of experience in professional, non-clerical work procuring a wide variety of products and services, administering contract terms and terms and conditions.
Job holder must have at least three (3) years of experience supervising staff. These experiences may be concurrent.

**EDUCATION**:
Bachelor’s degree in Business Administration, Industrial Engineering, Economics, Accounting or Finance is required.
