**Organizational Context**:
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
The Americas Region has a Regional Office in Panama and Country Cluster Support Team offices for Central America, Andes Countries, Cono Sur countries, Latin Caribbean and Haiti, and the English Caribbean and Suriname. The Country Cluster Support Team for the Latin Caribbean and Haiti supports Haiti, the Dominican Republic and Cuba with two offices located in Port-au-Prince and Santo Domingo.
Due to the nature of regular humanitarian programs and emergency response operations, this role profile is an outline of the likely responsibilities applicable to Security Management, in the context of Andean Cluster Delegation with coverage for Peru, Bolivia, Ecuador and Colombia.

**Job Purpose**:
The Security Officer is expected to provide professional security risk management (SRM) advice and support/guidance and recommendations to management of the programs and operations in the countries supported by the Cluster Delegation for the Andean countries (Peru, Bolivia, Ecuador and Colombia).
In certain circumstances, the post-holder will be expected to mentor and/or build capacity of National Society or IFRC staff to ensure continuous security cover for the humanitarian mission.
The Security Officer will report directly to the IFRC Head of Delegation (HoD) with a technical reporting line to the IFRC Regional Security Manager.

**Job Duties and Responsibilities**:

- Strategic management/support- Advise and support the Senior IFRC management on security related matters focusing on all personnel, assets that are under IFRC security management responsibility.
- Provide technical guidance in relation to security related issues in programs and operations.

Operational management/support- Guide and support the in-country security risk management process, e.g. the development of a comprehensive security risk assessment and the identification of functional and practical risk prevention and mitigation measures.
- To assist the Head of Delegation and Program Coordinators in the countries covered by the Cluster Delegation in creating basic security management systems and provide rapid and professional support/assistance to the various components of our humanitarian mission, including but not limited to, conducting security assessments at field locations, create and maintain security regulations/emergency procedures, undertake site security assessments (as required) and provide recommendations for accommodation, coordinating, if needed, staff relocation and support to Staff Health for medical evacuations. Furthermore, ensure that the programs and operations have valid and approved contingency and critical incident management plans and to oversee the implementation of these procedures if required.
- Follow-up on security incident reporting and assist the HoD in incident analysis and incident mapping.
