**Context**

The situation of social and political convulsion in which Peru currently finds itself is a result of the worsening of the crisis of representation that the country has been going through for more than a decade. A context in which a large sector of the population considers that their authorities and representatives do not hear them and do not contribute to resolving their most immediate demands and concerns. In a context of violence and polarization, the bridges of social and political communication have been broken. Getting politicians from different ideological positions to talk to each other is challenging, and it is impossible to achieve dialogue between citizens and politicians.

International IDEA will implement a project to support political and social actors develop an inclusive political dialogue that allows a peaceful approach to the political crisis in Peru. To this end, dialogue tables will be organized between leaders of various sectors of civil society in more than 10 regions of the country and then between these actors and political leaders. The project will involve organizations of entrepreneurs, workers, indigenous peoples, Afro-descendants, churches and political parties.

The Finance Officer will work closely with partners, reviewing partner reports and ensuring they meet both International IDEA and donor requirements. The Finance Officer will also maintain the accounts for the project, ensuring payment processing and ERP encoding is updated regularly, and monthly closure deadlines are met. The Finance Officer has an in-depth understanding of International IDEA’s Finance and Accounting Procedures Manual and Procurement Policy, incorporating these into all facets of the role.

**Duties and Responsibilities**
- Processes invoices, advance requests, expenditure reports, etc., per International IDEA’s policies and procedures;
- Assists with expenditure control and checks expenditures against budgets;
- Registers and uploads contracts to the ERP system in the absence of the administrative assistant;
- Allocates invoice costs and verifies compliance with invoices following International IDEA’s policies and procedures;
- Processes and records cash and bank payments and ensures supporting documentation is collected;
- Prepares monthly tax declarations;
- Assists in the preparation of the monthly financial reports;
- Checks partner monthly expenditure reports. Ensures consistent follow up ensuring key project deadlines are met;
- Assists in the preparation and provision of supporting documents for both institutional and project audits;
- Prepares and supports the administration and performance management of contracts and agreements for service providers and/or partner organizations in line with International IDEA policies
- Assists with expenditure control, ensuring adherence to International IDEA policies and procedures, and advises team members on possible cost-saving measures;
- Supports the planning and budgeting process;
- Monitors monthly budget allocations and actual expenditures and prepares monthly and quarterly forecasts;
- Assists with the audit process; Ensures relevant financial information is kept updated and made available to auditors to ensure the audit is conducted effectively and on time;
- Operates and maintains the use of computerized accounting systems and spreadsheets to assist day-to-day accounting procedures and reporting requirements;
- Produces and regularly updates cash flow forecasts and ensures timely remittance requests to ensure sufficient funds are available to meet programme commitments;
- Maintains financial records and ensures compliance with donor and International IDEA financial policies and procedures.

**Education and Experience**
- University degree in finance, financial management, business administration, or other relevant discipline;
- A minimum of three (3) years of professional experience working in a bookkeeping, accounting, audit, or financial management capacity, ideally for a development organization, NGO, or well-regarded accounting/ financial services firm;
- Demonstrated experience working with cloud accounting systems is essential;
- Experience in working in an international context, e.g., in an intergovernmental organization, is considered an advantage;
