**Primary Duties and Responsibilities**

The UK PACT (Partnering for Accelerated Climate Transitions) programme aims to improve the effectiveness of key institutions (public, private, and civil society) in partner countries so that they can deliver accelerated emission reductions and raise the ambition of their Nationally Determined Contributions (NDCs) targets. Through its focus on NDCs, the programme supports the UK’s COP26 efforts that aim to review NDC commitments and strengthen ambition.

As part of our work in Peru, we are seeking a Climate Policy Advisor to work closely with the Ministry of Environment (MINAM) and the JDI Secretariat to advise on the implementation of REDD+ policies and strategies.

The Joint Declaration of Intent (JDI) was signed in 2014 by the Governments of Norway, Germany, and Peru, aiming to reduce greenhouse gas emissions through deforestation and forest degradation while fostering sustainable development in Peru. In 2021, an addendum expanded the JDI partnership, including the United Kingdom and the United States. The updated implementation plan for the period 2021-2025 is currently underway, with the Global Operational Plan 2024-2025 in progress.

**Key Responsibilities**
- Strengthening JDI Governance_
- Promote effective governance for the implementation of REDD+ pillars in line with the JDI framework.
- Facilitate collaboration between relevant ministries and agencies, such as the Ministry of Economy and Finance (MEF), the Ministry of Foreign Affairs (MFA), and the Ministry of Agriculture (MIDAGRI), ensuring coordinated REDD+ policy implementation.
- Develop and maintain mechanisms for inter-ministerial cooperation and the effective participation of multiple government stakeholders in REDD+ and climate policies.
- Lead dialogue with Amazonian sub-national governments to integrate their initiatives within the JDI framework.
- Coordinate between MINAM, Profonanpe, and the UN-REDD+ Programme to harmonise REDD+ activities and outcomes.
- Enhancing REDD+ Framework and Stakeholder Participation_
- Support the elaboration and submission of the REDD+ Environmental Excellence Standard (TREES) registration document to the ART Secretariat.
- Facilitate and promote site visits to JDI interventions to assess safeguards and progress in implementation.
- Engage with various stakeholders, including local and Indigenous communities, NGOs, government agencies, and the private sector, to foster collaboration and build support for REDD+ activities.
- Raise awareness and ensure active participation from stakeholders in the REDD+ implementation process, particularly regarding the nesting process in Peru.

**Required Qualifications**
- Bachelor’s and/or Master’s degree in Environmental Science, Climate Policy, Forestry Engineering, Public Policy, Social Sciences, or related fields.
- Strong experience working in the Amazon region, particularly on deforestation and climate-related issues.
- Extensive experience in measuring, reporting, and verifying GHG emissions reductions and removals or in REDD+ activities.

Proven experience in multi-stakeholder engagement and capacity-building processes.

In-depth knowledge of the JDI, its implementation plan, financial mechanisms, and REDD+ activities.
- Strong understanding of the political and technical dynamics in the Amazon region concerning climate change and forest governance.
- Ability to lead complex stakeholder processes and build consensus across diverse groups.
- Fluency in Spanish and English.
