Urban Planning Analyst Consultant

Organizational context: The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development globally. The Andean Countries Hub supports urban initiatives in the region, focusing on governance, resilience, and sustainable development. This consultancy supports a project aimed at strengthening urban resilience and disaster risk reduction in Latin America and the Caribbean by integrating these aspects into urban planning and local development strategies. Job purpose: This consultancy aims to provide transversal technical support for the "Local Solutions for Disaster Risk Reduction in Latin America and the Caribbean" project. The role involves ensuring the effective articulation of urban planning, disaster risk reduction (DRR), and resilience approaches across the project's three intervention areas. The consultant will contribute to the development of technical products, conduct territorial analyses, manage coordination processes, and support knowledge management activities. The objective is to enhance the quality and coherence of project implementation, ultimately strengthening the resilience of cities in the region by empowering local governments and communities to integrate DRR into their planning and decision‑making processes. Responsibilities The consultant will provide technical support for project implementation, ensuring the integration of urban planning, disaster risk reduction, and resilience solutions. Key duties include developing, reviewing, and assuring the quality of technical products, methodologies, and planning instruments. This involves contributing to territorial diagnostics, vulnerability assessments, and urban analyses to identify opportunities for resilient urban interventions. The role requires supporting the integration of risk‑informed approaches into municipal planning and urban development strategies, as well as facilitating participatory planning processes and coordinating local institutional engagement. Additionally, the consultant will support the preparation of technical documents and reports, contribute to the identification and dissemination of good practices, and coordinate between specialists and partners for integrated implementation. The consultant will also provide technical advice on urban resilience and sustainable development, support engagement with governments and strategic partners, and contribute to policy recommendations and strategic documents. Education An advanced university degree (Master's or equivalent) in Urban Planning, Architecture, Geography, Disaster Risk Reduction, or related fields is required. A first-level degree with two additional years of qualifying experience may be accepted. Fluency in English and Spanish is required. Work experience A minimum of two years of professional experience in urban planning, territorial development, urban resilience, disaster risk reduction, or related fields is required. Experience in designing, implementing, or coordinating urban development, resilience, or DRR initiatives, including participatory processes and multi-stakeholder coordination, is desirable. Experience in Latin America and the Caribbean contexts is also desirable.
