**Deputy Chief of Party, Peru Strengthening Systems for Health Security Activity (SSHS)**

**This Proposal Opportunity**:
The USAID-funded Strengthening Systems for Health Security Activity (SSHS) is an anticipated 5-year $10-$24.99 million project to be implemented in Peru. This project aims to help Peru build robust capabilities in preventing, detecting, and responding to infectious diseases and health threats to ensure national and global health security (GHS). The Peru SSHS Activity will work to achieve this goal by working on three objectives: (1) Better Prevention of Infectious Diseases Through The Reduction Of Disease Transmission From Animals To Human Populations, (2) Better Detection Of Infectious Diseases Through Improved Surveillance Systems, and (3) Effective Response To Infectious Disease Outbreaks Through A Skilled And Competent Health Security Workforce.

Under the supervision of the Chief of Party (COP), the Deputy Chief of Party (DCOP) leads technical aspects of the project in compliance with USAID and Palladium rules and regulations to achieve project objectives. They will also regularly engage with and maintain good relationships with relevant actors. The DCOP will support the COP in liaising, programmatic, strategic development, and quality control duties. They shall have depth and breadth of technical expertise and experience, a solid professional reputation, interpersonal skills, and professional relationships to fulfill the activity's requirements. They will serve in an acting capacity in the absence of the COP.

**Reporting and Supervision**:
This position will report to the Chief of Party of the Peru SHSS Activity.

**Primary Duties and Responsibilities**:

- The Deputy Chief of Party (DCOP) shall support the COP with strategic leadership and oversight of the project, ensuring its technical direction is evidence-based and responsive to the needs of USAID and the Government of Peru.
- Serve as a member of the project's senior leadership team and support the CoP in oversight of project staff and activities.
Mentor and manage performance and provide timely feedback to project staff.
- Co-lead and oversee programmatic functions, i.e., development of work plans, budgets, quarterly/annual reports, and ensure effective implementation of program strategy.
- Maintain effective and open communication throughout the project with the CoP, USAID, Project Director, Objective Leads, project operation and monitoring, evaluation, and learning (MEL) teams.
- Maintain effective and open communication throughout the project with relevant One Health stakeholders in Peru, such as professional associations, relevant government ministries and departments, civil society organizations, and research institutions to maximize activity alignment.
- Work with the COP and other project staff to continuously refine implementation processes by integrating lessons learned and best practices.
- Provide technical oversight to sub-partners to ensure delivery on project scope.

**Key Competencies Required**:

- An advanced degree in a relevant field of study, (e.g. medicine, public health, environmental health, animal health, epidemiology, etc.).
- Minimum 10 years of managerial and operational experience managing large integrated donor projects involving coordination with multiple implementing partners and/or institutions.
- Minimum 10 years of experience developing activity work plans and budgets, managing implementation, staff, and short-term technical assistance.
- Knowledge of USG contract management, policies, procedures, regulations, and reporting requirements.
- Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.
- Skills in strategic planning, management, supervision, and budgeting.
- Advanced written and spoken fluency in Spanish and English.
- Related work experience in Latin America or the Caribbean.
- Ability to travel nationally and internationally.
