**INTRODUCTION TO GGGI**: The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. GGGI has a diverse portfolio of programs in developing countries around the world focused on delivering results through an integrated, evidence-based approach to green growth planning and implementation aligned with countries' development priorities. "Accelerating Biodiversity Conservation in the Peruvian Amazon: Innovative and Inclusive Financial Mechanisms for a Peru (ABCPA)" is a 24-month technical assistance program that GGGI is implementing for the Peruvian government in partnership with the Ministry of Environment, Ministry of Economy and Finance, and other pertinent public entities, including the National Park Services, National Forest and Wildlife Service, and Ministry of Women and Vulnerable Populations. The program, which is supported by the Amazon Regional Fund (ARF), an arm of the UK's Partnering for Accelerated Climate Transitions (UK PACT) initiative, which is a part of the UK's International Climate Finance (ICF) portfolio, aims to play a key role in implementing the nation's National Strategy for Biological Diversity (NBSAP). **CONTEXT**: The project addresses critical barriers to biodiversity conservation in Peru by establishing the financial and institutional frameworks, conditions necessary for the sustainable management of the country's biodiversity and the design and implementation of innovative and inclusive financial mechanisms. The project adopts a collaborative, government-led approach to establish the enabling conditions needed to overcome barriers to biodiversity conservation. It will do so by raising awareness of the materiality of nature-related financial risks for public and private actors (OU1), key actions that will pave the way for the development of a National Biodiversity Financing Strategy for Peru (OU2) that will outline innovative financing mechanisms and lay the groundwork for the design and piloting of Peruvian Payment for Ecosystem Services mechanism (OU3), Habitat Banks (OU4), and the integration of biodiversity conservation into public debt instruments (OU5).A GEDSI-responsive implementation plan will support all of the Outputs. By 2027, the project will have mobilized USD 500 million toward the sustainable management of 300,000 hectares of forests, providing a sustainable foundation for biodiversity conservation and climate resilience, directly benefiting the livelihoods of 500,000 people and contributing to the mitigation of up to 20 M tCO2e. ***: The Biodiversity Officer, based in Lima, Peru, will serve as the UK PACT ABCPA project's biodiversity focal point. S/he will be responsible for delivery technical advisory and engagement services focusing on the integration of biodiversity conservation criteria in policy framework and green financial instruments. Work will address policy advice, capacity building, project structuring and improved financial resource management to promote biodiversity opportunities for partners. S/he will report to the UK PACT ABCPA Project Manager of GGGI and work primarily with the MINAM's General Directorate of Biological Biodiversity and General Directorate of Environmental Economics and Finance; to other public entities -such as the MEF and SERNANP- and other key project allies. **PURPOSE**: - Accelerate the integration of local and international biodiversity conservation criteria through both design and implementation of tailored capacity-building programs among regulators, financial institutions, and real economy actors. - Advise public sector actors in the formulation of policy recommendations aimed at mainstreaming local and international biodiversity conservation criteria in order to strengthen and improve public green frameworks (e.g., NBSAPs, National Green Taxonomy, NDCs) and public green financial instruments (e.g., thematic bonds and debt swaps), - Assist the implementation of the Habitat Bank pilot adapted to Peru's environmental and economic context that will integrate the environmental offset requirements of critical economic sectors considering biodiversity policy framework -compliant with local regulations - and the development of a plan for establishing a compensation market. - Support the integration of GEDSI approach into Peru’s public biodiversity frameworks. - Provide on-demand technical assistance related to the international and local biodiversity framework and regional best practices, primarily to MINAM's General Directorate of Biological Biodiversity and General Directorate of Environmental Economics and Finance, to other public entities -such as the MEF and SERNANP- and other key project allies. **ENGAGEMENT**: - Report to the UK PACT ABCPA Project Manager - Support Andean Representative
