**Summary**:
IPA Peru has been leading field-based randomized evaluations in the country since 2003. Our work in Peru is defined by strong engagement with key decision-makers and foundational research in: education, gender-based violence, social protection, financial inclusion, and health.
The Policy Manager will lead IPA Peru’s engagement with policy partners and key stakeholders in a variety of sectors to effectively disseminate research results. The Policy Manager will lead engagements with local and international strategic stakeholders to share existing evidence in programs and policies and develop new related projects in Peru. This position will grow IPA’s policy outreach and research in Peru, identifying, creating, and implementing evidence-to-impact initiatives with our partners.
**Responsibilities**:
Lead Peru's Policy Outreach Strategy (30%)
- Build expertise on global and local evidence in 1-2 priority sectors and cultivate relationships with key local stakeholders in those sectors.
- Work together with the global policy and communications team to lead and/or participate in strategic events for policy purposes, including but not limited to summits, conferences, workshops, technical working groups, and round tables. Support researchers and country management to participate in these events.
- Participate in policy and stakeholder engagements with partners as necessary (such as building the relationships required to engage decision-makers around large-scale evaluations of promising programs).
- In collaboration with researchers and the Peru's management team, represent IPA locally in policy conversations and at events.
- Support research management staff in executing the “Policy Impact Minimum Must Dos” and in identifying and stewarding high potential partner relationships, particularly with senior levels within government or large organizations.
Cultivate and Manage High Impact Policy Opportunities (40%)
- Lead IPA Peru in continuously identifying and prioritizing high impact policy opportunities for evidence to be used.
- Manage IPA Peru relationship with key policy partners, with a focus on managing IPA Peru’s relationship with the Ministry of Women and Vulnerable Populations
- Cultivate relationships with key local decision-makers in at least 2 sectors, particularly those with decision-making authority over evidence-to-impact opportunities.
- Launch high impact policy opportunities, including scale-up technical assistance, and either manage small-scale engagements personally with global support, or collaborate with global teams to raise funds for additional staff to realize these opportunities.
Project Development (30%)
- Support the Country Director and Deputy Country Director in IPA Peru’s business development process.
- Proactively identify business development opportunities and cultivate relationships that lead to developing projects with key decision-makers.
- Map influential NGO, PIs, and government stakeholders in all the relevant sectors for the Peru office.
- Facilitate and participate in proposal development meetings with partners, Principal Investigators, Country Office staff, and the Regional Director.
- Expand and improve IPA Peru’s proposal development resources, information management, and stock language.
- Together with the Country Director and Deputy Country Director, act as lead steward to key partner relationships and support key research partner conversations.
**Qualifications**:
- Degree in economics, development, international relations, public administration, public policy, or a closely related field.
- Five or more years of related work experience with demonstrated ability to produce high quality written documents under tight deadlines (English and Spanish).
- Two or more years of experience working closely with government organizations.
- Ability to supervise staff and manage projects independently.
- Excellent ability to understand academic research studies and analyze bodies of research.
- Familiarity with randomized control trials.
- Excellent verbal communication, including ability to effectively communicate with internal and external individuals and organizations (English and Spanish).
- Must be able to provide exemplary service to internal and external stakeholders.
- Ability to work independently and complete high-quality assignments.
- Must be extremely organized, detail oriented, and able to manage multiple competing deadlines.
