Expertise France is the public agency for designing and implementing international technical cooperation projects. The agency operates around four key priorities:

- democratic, economic, and financial governance ;
- peace, stability, and security ;
- climate, agriculture, and sustainable development ;
- health and human development ;
In these areas, Expertise France conducts capacity-building initiatives and manages project implementation, leveraging technical expertise and acting as a project coordinator. This involves combining public sector expertise with private sector skills to drive impactful results.

The Deputy Regional Representatives supports the LATAM Regional Representative in the region. In particular, he may **be responsible for CRIMARIO’s relationship** with specific countries or assist the Regional Representative in implementing activities **in general.** A **key** part of his responsibility is to promote the use of the IORIS information-exchange system in the region.

The expert will also provide courses to junior operators and analysts, and possibly Centre Managers, to support partners enhance cooperation and coordination capacities through improved communication, established procedures and information analysis, to support actions at sea, in the littoral and inland waters, as well as addressing other maritime safety and security challenges, including sustainable fisheries.

Tasks to forsee:

- Represent CRIMARIO in national and international fora, when so directed
- Engage with national authorities at the senior level, based on guidance provided by the Regional Representative, in close coordination with Country Representatives, if the case.
- Promote the use of the IORIS information-exchange systems across the LATAM region in accordance with guidance provided;
- Coordinate and monitor activities implemented by country representatives and other team members within the LATAM region, if the case.
- Conduct MDA training courses and coordinate exercises in the LATAM region as directed;
- Mentor and advise those countries which have fully integrated, or are in the process of integrating, IORIS into their information-exchange SOPs.
- Supervise other MEAL data collection in the LATAM region;
- Ensure that the Communications Manager is kept abreast of ongoing CRIMARIO activities with his/her countries of responsibility.

The Deputy Regional Representative LATAM will also have the responsibility of linking to the Shipping Industry. He/She will therefore provide strategic advice and technical input on maritime industry engagement to the Project Director.

This includes acting as liaison with shipping stakeholders to promote IORIS and maritime situational awareness and supporting of integration of CRIMARIO III into the Single Maritime Window Information Framework, and advising on shipping-related features and usability of IORIS platforms.

He/She will also represent CRIMARIO in industry forums and strategic meetings, contribute to training and guidance for merchant shipping users, and ensure for alignment of CRIMARIO initiatives with industry needs and security trends.

In addition to the afore-mentioned responsibilities, the experts will pay a key role in the implementation of IORIS training activities in general. His/her role involves ensuring that IORIS is being implemented through a harmonious and comprehensive manner. This involves ensuring for the quality and conformity of all trainings delivered, identifying lessons learned from feedback provided by instructors and trainees, local trainers, and the revision and publications of training materials including the IORIS Handbook, using this input to continuously improve both the training programs and the IORIS platform itself.

His/Her responsibility includes preparing and updating the IORIS course curricula, developing training materials, and drafting tests to assess participants’ progress. For those IORIS users trained by local trainers and requesting the IORIS qualification certificate, He/She is to organise periodic online tests, with certificates to be issued by the Executive Coordinator.

The IORIS Training Manager’s additional responsibilities include overseeing the execution of national table-top exercises, identifying resources to support IORIS training, guiding instructors on technical matters, and actively contributing to the platform’s ongoing development by gathering user and trainer feedback and sharing well-informed recommendations with the IORIS Technical Team. In this vein, it is his/her responsibility to draft and receive online satisfaction questionnaires.

In terms of IORIS development, he/she will form an integral part of the IORIS IT Team to ensure that the platforms developments are line with operational requirements.
