**Proposal Objective**:
Social Impact is bidding on the anticipated follow-on to the USAID/Peru Program Cycle and Monitoring, Evaluation, Collaboration and Learning Support Activity. The purpose of the activity is to provide technical support and/or services on relevant areas of the USAID program cycle. This includes support for effective planning, robust design, performance reporting, evaluations, conducting special studies, DQA, MEL, CLA, use of GIS, DIS, and KM at all levels to support programs and activities from Peru’s bilateral and South America regional portfolios, as well as from USAID Missions in South America. Overall, the ultimate expected results of this contract are to strengthen USAID’s program cycle systems in the bilateral and SAR programs and to enhance the capacity of local/regional entities in the use of evidence for programming, learning, and adaptive management. The project’s scope will likely include:

- Design, implement, and disseminate evaluations, assessments, and special studies;
- Provide technical assistance and training in monitoring and evaluation to USAID/Peru and its implementing partners;
- Strengthen Government of Peru's monitoring and evaluation capacity;
- Increase collaboration, knowledge management, and learning capacity of USAID to improve sustainability of outcomes.

**Position Description**:
Social Impact is seeking a full-time Evaluations Component Lead to create and oversee tailored, utilization-focused, high quality, rigorous evaluations, assessments, and studies using research designs that generate empirical evidence and strengthen programming, activity design, and strategy.

This will be a full-time position based in Lima, Peru for the duration of the contract, contingent upon contract award. The anticipated award date for the proposal is Summer 2025.

**Responsibilities**:

- Provide leadership and guidance on the research/evaluation component in conjunction with relevant USAID/Peru MELS staff. Supervise and mentor related staff under the component.
- Oversee evaluations, assessments, and studies throughout the life of the activity, including data collection, design of evaluation methodologies, data collection methods, and protocols, as well as data quality verification techniques.
- Responsible for the design, quality, and final deliverables of evaluations, assessments, and studies including the testing of the development hypotheses, where feasible.
- Ensure that short
- and long-term evaluation and research team members recruited under this contract are of a high caliber and possess the required technical expertise.
- Ensure that evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to improve upon and bring new innovations to the Mission’s programmatic work in-country.
- Coordinate proactively with USAID/Peru staff, SI-HQ staff, and implementing partners to implement evaluations, assessments, and studies, from the scope of work (SOW) and design phases through data collection, analysis, reporting, dissemination, and utilization.

**Qualifications**:

- Master’s degree in the field of international development, political science, statistics, social sciences, or related field.
- Minimum of eight (8) years of professional experience in the design, management, and implementation of evaluations and research in the international development sector.
- Previous experience supporting USAID-funded contracts in a similar capacity.
- Proven skills in evaluation design, methods, quantitative, and qualitative methodologies and analysis.
- Excellent quantitative and qualitative data analysis skills.
- Experience drafting and finalizing evaluation reports.
- Experience serving in relevant evaluation positions in non-permissive environments and conflict zones, preferably in Peru, and/or the South American region.
- Proven supervisory, mentorship, and leadership capabilities for all levels of staff (employees and consultants).
- Demonstrated knowledge and understanding of the economic, ecological, social, cultural, and political characteristics of Peru, preferred.
- Experience providing training and mentoring for groups of various sizes and one-on-one on evaluation
- Excellent oral and written skills in both English and Spanish.
