The Social Sector (SCL) is composed of a multidisciplinary team that believes investing in people is the key to improving lives and addressing the development challenges of Latin America and the Caribbean. In partnership with countries across the region, the Social Sector develops public policy solutions aimed at reducing poverty and enhancing the quality of education, labor, social protection, and health services available to citizens. - Strengthening mechanisms to ensure quality and relevance;

- Leveraging technology to expand access and equity in skills development while improving the efficiency of skills systems; and
- Actively generating and using evidence to guide decision-making in skills development.

The technical cooperation (TC) operation titled _“Strengthening Technical Skills of Students in Full School Day (JEC) Secondary Schools” _aims to foster 21st-century technical skills among students in public JEC secondary schools and in technical and vocational education institutions. The initiative seeks to enhance students’ skills by reviewing the current model and improving both socioemotional and digital competencies within the school environment.

**What you’ll do**:
**Conduct a diagnostic assessment of the JEC educational service model, including**:
(i) On-site data and resource collection in at least six JEC schools (two from the coast, two from the highlands, and two from the jungle) in coordination with MINEDU;
(ii) A review of similar experiences in other countries, focusing on models and their impact on students, based on existing literature and potential interviews coordinated with IDB specialists. The assessment should consider the current approach for developing students’ socioemotional and digital skills.

**Develop a proposal to update the components of the JEC Educational Service Model (MSE),**taking into account priorities identified in the diagnostic assessment, coordination with thematic specialists (socioemotional and digital skills), and collaboration with the MINEDU Directorate of Secondary Education.

The proposal should include specific actions to foster students’ socioemotional and digital skills. In other words, the final JEC model should integrate the contributions of the thematic consultants.

**Work with the thematic consultants**(covering socioemotional and digital skills included in the model) to develop supporting materials for implementing the updated model, with a focus on strengthening socioemotional skills and digital competencies.

**Coordinate closely with the thematic consultants**to ensure a comprehensive JEC model. This includes frequent meetings with the consultants for:
i) Data collection during the diagnostic phase,
ii) Development of the final JEC model proposal, and
iii) Preparation of supporting materials for the model.

**Develop a plan for piloting**the updated JEC model (to be implemented in 2026 by the IDB).

**Organize validation workshops**for the model proposal with stakeholders, including MINEDU/DRE/UGEL specialists, and directors and coordinators from the selected schools.

**What you'll need**:
**Education**:Master’s degree in Education, Psychology, Economics, Social Sciences, or other fields relevant to the position.

**Experience**:At least 5 years of relevant professional experience in the development and/or implementation of educational service models or their equivalent (program, project, or strategy) in other education systems.

**Languages**:Spanish and English (mandatory).

**Requirements**:
**Citizenship**:You are either a citizen of Perú or a citizen of one of our 48 member countries with residency or legal permit to work in Perú.

**Consanguinity**:You do not have any family members (up to the fourth degree of consanguinity or second degree of affinity, including your spouse) working at the IDB, IDB Invest, or IDB Lab.
