Culmen International LLC is seeking to hire a **Senior Advisor Defense Institutions Transformation** for a future opportunity supporting a Department of State contract onsite in Lima Peru.

Roles & Responsibilities:

- Collaborate with the Ministry of Defense to assess current institutional structures, policies, and procedures.
- Develop comprehensive strategies for the transformation of defense institutions, aligning with national security objectives.
- Conduct in-depth analysis of existing workflows, identifying areas for improvement and efficiency gains.
- Advise on the implementation of cutting-edge technologies to enhance defense capabilities and streamline operations.
- Facilitate training programs for defense personnel to ensure a smooth transition to new systems and methodologies.
- Work closely with cross-functional teams to integrate transformative initiatives across different departments.
- Provide strategic guidance on the adoption of best practices in defense management and governance.
- Monitor and evaluate the progress of transformation efforts, making adjustments as necessary to achieve objectives.
- Collaborate with external stakeholders, including international partners, to leverage expertise and resources for transformational projects.
- Stay abreast of emerging trends in defense technology, geopolitics, and global security to inform ongoing transformation efforts.
- Infrastructure planning and equipment acquisition to match strategic goals.

Basic Qualifications:

- US Citizenship
- Active Secret clearance
- Master degree in Defense Intuitions Transformation or similar field
- 10 years experience in Defense Institutions Transformation
- O-5/GS-14 and above
- Experience advising senior leaders in overseas positions
- Experience in Central/South American region

Preferred Qualifications:

- Spanish language (3/3)
- Advanced degree in defense studies, public administration, or a related field.
- Extensive experience in defense institution transformation, preferably in collaboration with government entities.
- Proven track record of successfully implementing large-scale organizational changes in defense or security sectors.
- Strong analytical skills and the ability to assess complex situations to develop effective solutions.
- Excellent communication and interpersonal skills to engage with diverse stakeholders.
- Knowledge of modern defense technologies, cybersecurity, and strategic planning.
- Ability to navigate bureaucratic structures and work within government regulations.
- Project management expertise to oversee multifaceted transformation projects.
- Security clearance and a commitment to maintaining confidentiality and integrity in all activities.
- Willingness to travel as needed for project implementation and stakeholder engagement.
