Nickol Global Solutions (NGS) is seeking to recruit a Chief of Party (COP) to provide leadership, management, and oversight for an anticipated USAID South America Regional (SAR) Program Cycle and Monitoring, Evaluation, Collaboration and Learning Support Activity. The Activity will provide technical support and/or services on relevant areas of the USAID program cycle. This includes support for effective development and review of performance monitoring plans and implementing partners’ monitoring, evaluation, and learning plans; third party monitoring; evaluations; assessments; data quality assessments; collaborating, learning, and adapting (CLA); use of geographic information system; and knowledge management at all levels to support programs and activities from Peru's bilateral and SAR portfolios, as well as from USAID Missions in South America. The COP will provide the overall vision and leadership for the Activity, and s/he will serve as the primary liaison with USAID client, partners, and other stakeholders. In addition, the COP will ensure that the Activity is adaptively managed to achieve Activity objectives and that the Activity is in compliance with USAID, USG, and local compliance regulations and meets NGS’ high standards of technical and operational quality. This is expected to be a five-year project valued at approximately $10-25 million. This position is contingent upon award and will be a full-time role based in Lima, Peru.
Duties:
The Chief of Party will have the overall responsibility for:
- Providing strategic leadership to the Activity team and overseeing Activity implementation and ensuring that the Activity achieves and/or exceeds the expected results
- Serving as the primary point of contact for NGS with USAID/Peru and establishing strong working relationships with key stakeholders including government representatives and implementing partners (IPs)
- Providing technical advisory leadership and guidance to the Activity team, establishing Activity goals, ensuring the quality and timeliness of deliverables, and overall guidance on Activity planning and implementation
- Leading the overall design and execution of technical and learning-focused interventions that support the Activity’s overall objectives. These may include but are not limited to data collection and analysis, evaluation and assessment design, training and capacity building for IPs and USAID staff, and knowledge management systems
- Providing leadership on the development of yearly workplans, learning exercises, indicators measuring Activity results, communications products, and staff capacity building exercises
- Designing and administering technical interventions to demonstrate how CLA leads to effective development outcomes; application of CLA approaches and development and use of CLA resources and tools
Required Experience and Qualifications :
- Master’s degree in a relevant field (including statistics, international development, political science or a social science field) and a minimum of ten (10) years of international development experience, demonstrating increasing responsibility on programs of similar scope and size; OR a Bachelor’s degree in a relevant field and a minimum of twelve (12) years of international development experience, demonstrating increasing responsibility on programs of similar scope and size
- Proven experience supporting international development projects, preferably with USAID contracts and preferably in Monitoring, Evaluation, Research and Learning (MERL); with demonstrated experience in a project leadership role including COP, Deputy Chief of Party (DCOP) or Technical Lead
- Minimum of five (five) years of work experience working in South America, preferably Peru
- Significant experience in CLA, including deep understanding and application of USAID’s CLA framework, with experience leading workshops, inquiries, and technical training. Proven record utilizing quantitative and qualitative data in program evaluation
- Experience leading teams on an international development project, preferably USAID-funded
- Strong knowledge and application of USAID rules and regulations including in contract compliance, financial management, human resources, and procurement
- Client-focused, attention to detail, committed to excellence in product development
- Excellent interpersonal, writing and oral presentation skills in English and Spanish
- Demonstrates emotional intelligence, cultural awareness, and diversity and inclusion values. Highly skilled in building trust- based and collaborative relationships with clients, stakeholders and officials
