PROJECT BACKGROUND:

In Peru, GGGI, in consortium with World Agroforestry (ICRAF) and the Peruvian Society of Environmental Law (SPDA), is implementing the project '

Peru Agroforestry Concession Scheme:

Enabling Multilevel Implementation of an Innovative and Transformative Policy', hereafter AgroFor Project, which is funded by the Gaovernment of Norway.

This three-year initiative will help the government of Peru create the institutional, technical, legal and financial conditions to enable the successful implementation and execution at scale of the Cession in Use Contracts for Agroforestry Systems - AC (an enabling title established and regulated by Peruvian forestry legislation) in the Peruvian Amazon.

Through these contracts of cession in use, small family producers who have been carrying out activities on forest lands will be able to manage their areas, conditioned to the implementation of sustainable land use practices within the legal framework, and with the support of adequate technical and financial incentives.

Pursuant this objective, GGGI requires the service of the consultancy in technically assist SERFOR in the review and optimization of operational model of the Budget Program 130


In 2020, the Ministry of Economy and Finance (MEF) approved and promulgated a new directive on Budget Programs (Directive No EF/50.01, approved by Directorial Resolution No EF /50.01), which establishes that the PP must be developed through the design of a Theory of Change in which the use of scientific and statistical evidence is deepened.

Likewise, the directive establishes the updating of the operating models of the products of the budgetary programs considering elements that are part of the "Production Line" of the service.


In response to this, SERFOR, with the technical assistance and support of the MEF, has proposed that Budget Program 0130 complete its migration to the new directive.

In this way, SERFOR, in its capacity as the National Forestry and Wildlife Authority, had the support of the UNDP Sustainable Productive Landscapes Program to develop the design of the PP 0130 Theory of Change, identifying the following elements:

a. Condition of interest

b. Conceptual model and explanatory model

c. Identification of theory of change

d. Indicators.

Likewise, with the technical assistance of the USAID Pro-Forests Project, SERFOR has been updating the operational models of activities "Surveillance and control of access to and use of the forest and its forest resources") and "Surveillance and control of the transport of forest resources from the origin") corresponding to product "Forests with effective control and surveillance" of PP 0130.


In this context, it is necessary to update the operational model of activity "Granting of access rights to forest and wildlife resources and monitoring and verification actions" and Product "Forest and wildlife producers and managers wildlife with access and efficient traceability of forest and wildlife resources", to detail in more depth the various enabling titles and administrative acts involved; emphasizing the assignment of use contracts for agroforestry systems (CUSAF).

Likewise, the processes and tasks to be developed for the granting and sustainable management of session contracts in use for agroforestry systems (CUSAF) must be included; as well as the identification of the necessary inputs to develop said tasks and the budget programming criteria, which ensure efficiency and transparency in the use of public resources.

However, it must be verified if there is a link between the CUSAF in any other activity of any of the products of PP 130, and carry out the same procedure for updating the respective operational model, previously mentioned.


Also, within the framework of technical assistance, it is pertinent to propose a modification to the programmatic structure of PP 130 in order to identify in the budget chains, the expenditure linked to the CUSAF, and to generate traceability of the budget information, which contributes to the decision-making of SERFOR and the Regional Governments.

The adaptation of the prioritized operational models of PP 130 to the new MEF regulations will improve budget allocation through the correct identification of inputs and requirements for the development of central and support processes that comprise the products of
