Job Description

The IRC delivers high quality humanitarian and development programs in Ecuador and Peru, responding to the consequences of violence and human mobility, and supporting national systems and local civil society to increase their capacity to deliver more effective and inclusive services. Our programming includes primary and reproductive healthcare, early childhood development and child protection, womens protection and empowerment, shelter, and economic support via multipurpose cash assistance and workforce development initiatives.
Venezuelans continue to face violence, insecurity, and threats as well as lack of food, medicine, and essential services wherever they are. The number of refugees and migrants from Venezuela has surpassed 7.7 million globally, making this the second-largest external displacement crisis in the world. Peru and Ecuador are countries of transit and destination for Venezuelans; a significant number of them need humanitarian assistance. Our country teams provide lifesaving services directly and alongside national partners, bolstering their capacity through grantmaking and capacity building.
Job overview:
The Grants, Partnership and Communications Coordinator will provide strategic and operational direction, lead resource mobilization efforts to achieve annual growth targets, and support the diversification of funding from institutional donors and non-traditional funding sources to achieve IRC's strategic objectives in Ecuador and Peru. They will provide direct support to strategic growth opportunities, help strengthen systems compliance, donor reporting, strategic partnership management, and communications and advocacy to enhance IRCs external and internal visibility. They will provide essential support in programmatic and budgetary monitoring, compliance with IRC and donor internal rules and regulations, and other key functions as required. They will be based in Lima with frequent visits to field sites, as security allows.
Specific Duties and Responsibilities:
Business Development (45%):
Supervision: Supervise Partnership Senior Officer (1) and Communications and Advocacy Officer (1)
Business Development strategy: Develop and manage IRCs Business Development strategy, and support the Country Director (CD), Senior Program Coordinator, Deputy Director of Programs (DDP) and Technical Coordinators in proactive engagement with potential and existing donors for fundraising to implement its Strategic Action Plan (SAP) and maintaining good relationships. Strategic guidance: Assess prospective and existing funding opportunities and advice IRC teams on how to make funding requests more competitive and responsive to donor priorities.

Donor mapping: Contribute to the identification of potential donors, maintenance of donor relations and mobilization of resources to support planned work as per the SAP.
Proposal development: Ensure high quality and timely submission of funding proposals through development of timelines, coordinating technical and financial input, writing overviews, editing, and formatting proposal documents, and liaison with RPAS on approval and submission processes.
Quality control: Ensure submission of quality proposal packages that comply with donor requirements.
Capacity strengthening: Strengthen the capacity of IRC team members for fundraising and business development by promoting industry best practices.
Coordination: As needed, lead and be the focal point of the different structures that participate in the process of construction, review, and approval of the proposals (for example RPAS, Technical Unit) achieving the adequate flow of information, compliance with the steps provided in the processes and timely delivery of the proposals.

Awards Management (20%):
Supervision: Supervise Partnership Senior Officer (1) and Communications and Advocacy Officer (1)
Awards tracking: Ensure updated awards tracking system that summarizes the status of proposals, active projects, and closed projects and discuss regularly with Senior Program Coordinator, DDPs and other stakeholders.
Workplans: Fairly distribute the workload and create monthly plans with team members in response to monthly priorities, which include project cycle meetings (PCM), reports, spending plans and other key deliverables.
Project Cycle Meetings: Serve as an advisor on the PCM approaches as per the PCM guidance, providing support to the Project Leads with any issues in applying the PCM guidance.
Reporting: Ensure team members submit high-quality and compelling reports to donors as agreed with the RPAS.
Award files: Ensure maintenance of effective information management system that contains all key documents related to the project cycle.
Compliance: Ensure that donor compliance policies are applied correctly in each of the ongoing projects and provide advice and training to the country teams so that they have the necessary information to do so.
Capacity strengthening and quality control: Strengthen the capacity of IRC team members on best practices for awards management and reporting and work with grants teams to improve their report writing and coordination skills.

Coordination: Facilitate an effective coordination with the RPAS and in-country staff for any day-to-day interactions including periodical realignments of budgets, managing cost/no-cost extensions etc.

Partnerships (25%):
Supervision: Supervise the Senior Partnership Officer to ensure compliance with IRCs Partnership Excellence for Equality and Results System (PEERS), which provides the policy, guidance and tools required to work with local organizations.
Scoping of partners and funding: Collaborate with the Senior Partnership Officer, , Senior Program Coordinator, DDPs, CD and technical coordinators to proactively identify potential partners and funders and advance partnership agenda.
Promote IRCS Partnership Agenda: Promote internally and externally IRCs core partnership principles of responsibility, results-oriented approach, equality, transparency, and complementarity.
Resolution of challenges: Assist in resolving any partnerships-related challenges (internal and external) faced that put at risk the achievement of partnership ambitions.
Coordination: Ensure a strong coordination with key in-country, regional and HQ staff to ensure that IRC can significantly increase the percentage of funding channeled to local organizations.
Communications (10%):
Supervision: Supervise Communications and Advocacy Officer (1) to ensure they respond to IRCs strategic priorities.
Creation of communication materials: Support efforts in designing, writing, editing key communication materials (factsheets, capacity statements, or special reports on IRCs activities) in coordination with Senior Program Coordinator, DDPs, the sector and field coordinators, etc.
Advocacy: Support CD, DDPs and Senior Program Coordinator as needed.
Compliance: Provide advice on donor visibility requirements; proactively engaging with program teams to ensure appropriate IRC and donor visibility.
Media: Support media and communications activities as requested.

Major Challenges/ Difficulties of This Role
Work under tight deadlines while dealing with competing priorities.
Coordinate and gather the necessary inputs from other functions/roles while meeting the necessary quality within tight deadlines.
Work with diverse country, region and headquarter based teams and ensure adherence to organizational and donor compliance requirements while ensure quality and meeting deadlines.
Advise on ways of working regarding the organizations internal procedures.
Qualifications
Five years or more of experience working with international non-governmental organizations in business development, grants management, and/or project management in Latin America.
Extensive experience in managing donor contracts and fundraising activities, with humanitarian and development donors, such as ECHO, BHA, PRM, GAC, GFFO, GIZ, SIDA etc.
Successful experience developing projects, writing proposals, and managing awards for public and private donors.
Ability to build relationships with external organizations and internal partners.
Excellent oral and written communication skills, including demonstrated ability to communicate technical information in a clear manner.
Digital literacy: MS Word, Excel & email applications required.
Effective people- and program-management skills in acute emergency contexts: can train and lead staff productively under stressful circumstances.
Flexible, focused, and reliable in an environment of changing demands
Highly developed interpersonal and communication and relationship skills with ability to influence external organizations and individuals.
Language Preference
Excellent written and verbal communication skills in English and Spanish – high quality copywriting and editing skills in both languages.
