BACKGROUND

Across ASEAN, internet access and smartphone use have grown rapidly, particularly among adolescents. While digitalisation has created unprecedented opportunities for learning, communication, creativity, and innovation, it has also exposed young people to increasing risks, including cyberbullying, harmful content, online exploitation, excessive screen dependency, and negative mental health impacts.

The ASEAN Teen Digital Wellbeing Initiative (ASEAN TDWI) seeks to address these challenges by fostering regional dialogue, knowledge exchange, and collaboration among policymakers, practitioners, educators, researchers, youth representatives, technology companies, civil society organisations, and development partners. The programme aims to contribute to a safer, healthier, and more positive digital environment for young people across Southeast Asia.

A key outcome of the programme is the development of an ASEAN Regional Reference Document on Teen Digital Wellbeing and an accompanying Policy Brief, which will serve as regional knowledge products to support evidence-based policymaking, programme design, and stakeholder collaboration across ASEAN Member States.

To support the implementation of the ASEAN TDWI, the ASEAN Foundation will undertake a range of communications, advocacy, and stakeholder engagement activities, including regional convenings, campaigns, knowledge dissemination, and digital outreach initiatives. These activities require the development of high-quality visual communication materials that effectively convey programme messages, strengthen audience engagement, and ensure consistent branding across all communication channels.

Throughout the implementation period, the programme will produce various visual assets for social media, digital campaigns, publications, and regional events. These may include social media graphics, infographics, event branding materials, banners, backdrops, brochures, and other communication products that support programme visibility and stakeholder engagement.

The ASEAN Foundation therefore seeks to engage a qualified Graphic Design Consultant to provide creative design services and develop visual communication materials that enhance the presentation, visibility, and impact of ASEAN TDWI activities and achievements.

OBJECTIVE

The objective of this consultancy is to support the ASEAN Foundation in the development of professional, engaging, and high-quality visual communication materials that strengthen the visibility and outreach of the ASEAN TDWI.

The selected consultant shall provide graphic design services for digital and print materials, including social media content, campaign assets, publications, and branding materials for regional convenings and programme events. Through these deliverables, the consultant will contribute to promoting ASEAN TDWI as a leading regional platform advancing adolescent digital wellbeing across ASEAN while ensuring consistency with ASEAN Foundation and donor branding guidelines.

DUTIES AND RESPONSIBILITIES

Under the supervision of the Project Communications Officer and the Senior Project Officer of ASEAN TDWI, and with guidance from the Head of Communications of ASEAN Foundation, the Graphic Designer Consultant will be required to provide services as outlined below:

  • Develop high-quality visual communication materials in accordance with ASEAN Foundation, programme, and donor branding guidelines.
  • Design social media assets, including static posts, carousel graphics, infographics, digital campaign materials, and promotional content for programme activities.
  • Conceptualise and produce creative visual content that effectively communicates key messages and programme achievements to diverse audiences.
  • Design event-related communication and branding materials, including banners, backdrops, stage visuals, roll‑up banners, certificates, brochures, flyers, and other collaterals as required.
  • Provide layout design and formatting support for reports, policy briefs, presentations, factsheets, and other programme publications.
  • Edit and adapt existing visual materials to ensure consistency, accuracy, and alignment with programme branding requirements.
  • Support the development and editing of short videos, motion graphics, and multimedia content for social media and stakeholder engagement purposes.
  • Resize, reformat, and optimise visual assets for various digital and print platforms.
  • Incorporate feedback from the ASEAN Foundation and relevant stakeholders and undertake revisions as required.
  • Ensure all final design products are delivered in editable source files and final production‑ready formats within agreed timelines.
  • Maintain an organised archive of design files and assets deve
