**Context**

The situation of social and political convulsion in which Peru currently finds itself is a result of the worsening of the crisis of representation that the country has been going through for more than a decade. A context in which a large sector of the population considers that their authorities and representatives do not hear them and do not contribute to resolving their most immediate demands and concerns. In a context of violence and polarization, the bridges of social and political communication have been broken. Getting politicians from different ideological positions to talk to each other is challenging, and it is impossible to achieve dialogue between citizens and politicians.

International IDEA will implement a project to support political and social actors develop an inclusive political dialogue that allows a peaceful approach to the political crisis in Peru. To this end, dialogue tables will be organized between leaders of various sectors of civil society in more than 10 regions of the country and then between these actors and political leaders. The project will involve organizations of entrepreneurs, workers, indigenous peoples, Afro-descendants, churches and political parties.

The Programme Officer will contribute to the design and implementation of project activities, ensuring that they are in line with the project objectives. The incumbent will also participate in coordinations to preparation of project reports, maintain close contact with the USAID team and will contribute to monitoring, reporting and evaluation of the programme, as well as the communications and visibility plan.

**Duties and Responsibilities**
- Contributes to the design, planning and implementation of project activities;
- Monitors progress against planned objectives and ensure activities are implemented in accordance with the workplan;
- Designs and implements technical assistance to boundary partners;
- Maintains regular communication with the USAID team, and provides timely progress reports on project activities;
- Maintains regular communication with key project stakeholders and other development partners such as parliamentary officers, electoral management bodies, academia and civil society and identifies opportunities for collaboration;
- Designs and develops knowledge products; conducts research, develops papers and articles and ensures the dissemination of project outputs;
- Designs and facilitates workshops and dialogue sessions;
- Works closely with the Monitoring and Evaluation Officer and the Budget and Programme Performance team to contribute to monitoring and evaluation of the programme;
- Contributes to outcome harvesting and storytelling to communicate the achievements and impact of the programme.
- Contributes to the implementation of the communications and visibility plan.

**General Profile**
- Requires good knowledge and experience in the field of democracy and Peruvian electoral legal framework;
- Will contribute significantly to assigned projects all along the project life cycle, i.e. from project design and funding to project assessment; will lead meetings and discussions, supervise publications and review input from external providers;
- Can work with mínimal guidance and supervision;
- Adds value to team-based activities in his/her unit; collaborates with other entities of the Institute;
- Acts as a model or mentor for less experienced colleagues;
- Can be expected to travel globally to any geographical area involved in his/her projects;
- Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
- Acts in accordance with International IDEA’ s core values; Respect, Integrity and Professionalism;
- Integrates a gender and inclusion perspective in all activities.

**Education and Experience**
- University degree in Social Science, Political Science, Law or related field;
- A minimum five (5) years relevant experience working in the field of democracy and electoral issues.
- Experience facilitating workshops and dialogue sessions;
- Experience of working in an international context, e.g. in an intergovernmental organization, considered an advantage;
- Extensive knowledge and field experience in Latin America and the Caribbean;
- Experience with cooperation funded projects will be considered an important advantage.
- Fluency in written and spoken Spanish is required; Good knowledge of English is required.

**Terms of Contract**:

- The vacancy is advertised contingent on availability of funds for the project.
- Local Post.
- Start date 01 July 2023
- Fixed term appointment until 31 December 2024.
- Remuneration - PEN 18 605 gross per month
