Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization created in 1971 that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation. The French section is present in around thirty countries.

As part of the Coordination team of OCP based in Lima (Peru), we are looking for a **Medical Coordinator for PERU**

**Operational Contexts**
MSF is working with migrants next to **_Peru-Ecuador border_**, offering primary health care, SRH, psychosocial support. Alongside and according to the needs, the mission based in Peru is also responding to emergencies such as Dengue outbreaks or political demonstrations. The team is also working on a proposal to open a new project in Madre de Dios Department, focusing on SRH, SV, TOP, psycho-social support, primary health care, immunization, health promotion with community involvement. Madre de Dios is still a proposal in construction that will be presented in October 2023 to the Project Commission for 2024.

**Purpose of the post**
In close collaboration with the HoM and the Medical Department, defining and implementing the medical strategy of the mission. Being responsible for the planning and coordination of all medical activities and resources in the mission, according to **MSF**’s charter, policies, and ethical principles with consideration of international and national laws, in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition and humanitarian living conditions of the target population.

**Mission**
- Being responsible for defining, monitoring and updating the medical content of the **MSF** country policy, medical strategy, annual plan and budget, translating the identified health needs into a medical strategic vision and project objectives, priorities
- Being overall responsible for the appropriateness and quality of medical interventions conducted by **MSF** projects and being expected to identify and work on removing barriers to better patient safety, effective medical care, and better patient-centered activities
- Defining and proposing new activities in the country in close collaboration with the HOM
- Supporting the implementation of new activities facilitating the communication of the field with HQ medical referents and being part of the discussions to follow the needed changes or recommendations
- Supporting, supervising and monitoring the implementation of MSF guides, protocols, SOPs in close collaboration with field medical managers
- Communicating and cultivating good relationships with MOH and other NGOs
- Identifying medical challenges in the fields to be able to support the PMRs and give adequate feedback
- Following up epidemiological update of the country, alerting on the needs accordingly
- Participating in exploratory missions, including through data collection, drafting and presentation of new proposals
- Ensuring a close follow up of pharma orders, according to the timing and needs (flow of migrants and any other beneficiaries), discussing the needs of new med validations together with medical field team and pharma team
- Reviewing of orders according to the activities and the (new) needs of the projects
- Working with the support teams (HR, Log/Supply) to facilitate the provision of adequate resources for the projects and the mission
- Supervising PMRs (especially none-experimented ones) through weekly meetings, regular field visits and review of reports/sitreps
- Ensuring the proper implementation of the Staff Health Policy to all national and international staff.

**Compétences professionnelles**

**Education**:Essential, degree in medicine or other paramedical studies (nurse or midwife). Specialization in tropical medicine or a degree in Public Health would be an asset.

**Experience required**:Essential, working experience of at least two years in relevant jobs and previous humanitarian experience in MSF (as PMR or CP).

**Languages**:Essential, both Spanish (mission working language) and English (Reports shared out of the mission - with the Cell, Direction of Operations, Referents, or others - in English).

**Qualités requises**
