Job description: This position is located in the Technical Mission in Peru, Office of the United Nations High Commissioner for Human Rights (OHCHR) based in Lima, Peru. The incumbent reports to the Coordinator of the Justice and Security Unit of the Technical Mission in Lima, under the overall supervision of the Deputy Head and Head of the Technical Mission.
Responsibilities:
1. Monitors, documents, and reports on the human rights situation in Peru.
2. Drafts a variety of reports and correspondence relating to human rights in the justice and security sectors.
3. Participates in hearings and consultations; prepares summaries of results.
4. Maintains awareness of current human rights issues, including relevant political and legal developments in Peru.
5. Participates in human rights training programmes for national law enforcement officials, representatives of civil society, and human rights non-governmental organizations (NGOs) to promote national capacity building.
6. Reviews human rights issues, including their gender dimensions, and participates in discussions with other Human Rights Officers (HROs) on the integration of these issues into political, humanitarian, and economic efforts and programmes.
7. Participates with other HROs in discussions with relevant authorities and other influential actors to stop or prevent human rights violations or seek other remedial action by the authorities.
8. Liaises with government, NGOs, Civil Society organizations, UN agencies, and other partners to create baseline data on the human rights situation, with special attention to vulnerable groups.
9. Undertakes fact-finding and monitoring field missions and reporting.
10. Performs other related duties as required.
Competencies:
- Professionalism: Knowledge of human rights issues and ability to identify related problems in their political, ethnic, racial, gender equality, and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Research and analytical skills, including ability to identify and participate in the resolution of human rights issues. Ability to identify sources for data collection, analyze information, and draft human rights reports. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. - Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style, and format to match the audience; demonstrates openness in sharing information and keeping people informed.
- Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amounts of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
Education: Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences, or related area. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work Experience: A minimum of two (2) years of progressively responsible experience in human rights, political affairs, international relations, law, or related area is required. A minimum of two (2) years of experience in providing legal advice related to human rights issues is desirable. A minimum of two (2) years of experience in human rights monitoring and reporting on justice and/or security issues is desirable.
Languages: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in Spanish and English is required.
Assessment: Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
