The Local Health System Sustainability Project (LHSS) helps low
- and middle-income countries transition to sustainable, self-financed health systems as a means to support universal health coverage. The project works with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all people, and improve the quality of health services.

Through the LHSS Peru activity, LHSS is providing support to the Government of Peru to strengthen the national response to COVID-19 to prevent, control and monitor the epidemic. It will work with the Ministry of Health to strengthen surveillance, case management, laboratory practices and address vaccine hesitancy through a national communication strategy.

**Opportunity**
Abt Associates is seeking a Program and Administrative Assistant (PAA) for the USAID-funded LHSS Peru country program to provide both administrative and program implementation support. The PAA will provide ongoing and timely support to the COP, Finance and Administration Manager and technical program staff with general program and administrative operations. The PAA will be part time position reporting directly to the LHSS Peru COP and supported by LHSS home office-based operations and finance team.

**Key Roles & Responsibilities**
The PAA will have the following specific duties and responsibilities:
**Administrative Support**:

- Coordinate HR and personnel recruiting, including but not limited to screening of applicants, scheduling of interviews, and preparation of hiring document packages for Home Office processing.
- Support local procurement of goods and services, including but not limited to solicitation of quotes and/or proposals, evaluation of bids, registration and filing of supplier forms, recording and tracking of purchase orders, contracts and supporting documents.
- Support the F&A Manager with maintaining staff HR, consultant, and subcontractor files and documents.
- Data entry, paper and electronic document filing, and archiving of administrative and program files and paperwork.
- Receiving and relaying telephone messages from internal and external sources.
- Operational and logístical support in the realization of events and workshops
- Provide support in reporting payment to suppliers.
- Provide other office administrative support as needed by the project.

**Program Support**:

- Support the COP with communications, planning and scheduling of meetings with project staff.
- Coordinates the organization of meetings, agenda, and events (with USAID, MOH, partners, counterparts, and others).
- Provide travel logistic support and arrangements for all project staff and personnel, including project sponsored travel for consultants, partners and counterparts.
- Provide logistic, planning and arrangement support for project events and activities.
- Review and edit project documents for format, grammar, and structure.
- Provide general translations from or to English and Spanish.
- Maintain and organize program documents.
- Provide any other program management support as directed by the COP.

**Preferred qualifications**:

- Bachelor's Degree in administration, economics or equivalent + 3 years of relevant work experience
- Minimum three years of relevant experience in project administration support, program implementations or office administration, preferably in USAID-funded programs.
- Knowledge of USAID procurement regulations highly desirable.
- Strong working knowledge of office operations, with excellent management and organizational skills.
- Ability to work independently, with mínimal supervision.
- Understanding procurement and inventory management.
- Effective oral and written communication skills, including the ability to prepare reports.
- Intermediate English desirable

**Minimum Qualifications**
High School Diploma + Six years of relevant experience, or Associates Degree + Four years of relevant experience, or Bachelor's Degree
