The Local Health System Sustainability Project (LHSS) helps low
- and middle-income countries transition to sustainable, self-financed health systems as a means to support universal health coverage. The project works with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all people, and improve the quality of health services.
Through the LHSS Peru activity, LHSS is providing support to the Government of Peru to strengthen the national response to COVID-19 to prevent, control and monitor the epidemic. It will work with the Ministry of Health to strengthen surveillance, case management, laboratory practices and address vaccine hesitancy through a national communication strategy.
**Opportunity**
Abt Associates is seeking a Monitor Evaluation and Learning (MEL) specialist for the USAID-funded LHSS Peru country activity. The MEL specialist will provide ongoing and timely support to the COP to monitor progress of the country activities and report it to the Home Office and USAID Mission. The MEL specialist will be supported by LHSS home office-based team and will report to the LHSS Peru Chief of Party.
**Key responsibilities**
- Support the design methodologies and tools to monitor the progress of project activities and outcomes
- Support the development of standard operating procedures for data collection.
- Support the implementation of the data quality management plan.
- Assist the collection, analysis and report program performance data and indicators to USAID.
- Work with regional and technical teams to collect and analyze data.
- Support the integration of the Peru Activity into the LHSS monitoring databases.
- Support the development of program monthly, quarterly and annual reports, and other documents according to program objectives.
- Assist in the development and conduct of evaluations, assessments and research.
- Support the review of program data to monitor performance and perform data analysis and quality assurance activities.
- Support data analysis, cleaning and interpretation.
- Support the development of presentations and training materials on MEL, program results, and learning sessions.
- Support the development of tools and best practices for data integrity.
**Qualifications**
- Professional in statistics, social sciences, economics or related field, with at least 3 years working experience
- Minimum two years of experience in monitoring and evaluation and/or data management
- Demonstrable experience in quantitative and qualitative research methods (e.g. data collection, analysis, etc.).
- Excellent communication skills, both written and spoken.
- Experience with international development and donor-funded programs is desirable.
- Experience with statistical software, such as STATA, SPSS or equivalents.
- Proficient in Microsoft Word, Excel, and PowerPoint.
- Intermediate English desirable.
