Account Manager
to join our B2B Sales team in
Peru
. This bilingual role (English/Spanish) will focus on selling
Huawei's solutions and services to government entities
, local authorities, educational institutions, healthcare, defense/military organizations, and other public sector organizations.

The ideal candidate will have a strong
background in public sector bidding
and procurement procedures, proven
experience with Works for Taxes
(

, and public infrastructure projects under the frameworks of the IDB and World Bank. You should also have a well-established network of high-level contacts in both government and business spheres, ensuring successful management of public and social infrastructure tenders and projects.

Key Responsibilities
:

  • Build and maintain long-term, trusted relationships with key stakeholders in Public sector organizations, institutional clients and local/ regional government (often at executive/C-level, program directors, and technical evaluators, procurement areas and related).
  • Act as the primary point of contact (trusted advisor) for assigned accounts, understanding their strategic priorities, budgets, challenges, and long-term plans.
  • Identify and pursue new business opportunities within existing accounts (upsell/cross-sell) and sometimes develop net-new public sector accounts.
  • Develop and execute account-specific sales strategies and territory plans to meet or exceed revenue targets/quotas.
  • Drive the full sales cycle in the public sector environment: opportunity identification, qualification, solution development, proposal/RFP response, negotiation, contract award, implementation/handover.
  • Develop and deliver tailored presentations, demos, proofs-of-concept, and business cases for public sector audiences.
  • Provide proactive account management to ensure high customer satisfaction, retention, and loyalty.
  • Collaborate closely with internal teams (pre-sales/technical consultants, legal, finance, delivery/implementation) to ensure proposals are compliant and deliverable.

We require:

  • 6+ Experience in planning, execution and supervision of projects under the frameworks of the IDB and the World Bank, with a strong understanding of tendering processes, funding requirements, and regulatory compliance.
  • In-depth knowledge of structuring and executing projects under the Works for Taxes (OXI) scheme, managing relationships with local governments, and regulatory entities.
  • Familiarity with the public bidding process in the Peruvian government sector, including proposal preparation, contract negotiations, and process monitoring. Advanced knowledge of Peruvian regulations and state tendering procedures at both national and regional levels.
  • Proficiency in using digital platforms for managing public projects and tenders.
  • Experience with customer relationship management (CRM) tools and building strategic contact networks.
  • Strong analytical skills and an understanding of financing mechanisms and international cooperation, particularly for infrastructure and development projects.
  • A degree in Business Administration, Management, Engineering, or a related field.
  • Upper-intermediate proficiency in English.
  • Excellent customer-facing, interpersonal, and relationship-management skills.
  • Strong presentation skills, with the ability to communicate complex concepts to cross-functional audiences.
  • Ability to work independently in a fast-paced, multitasking environment.
  • Ability to collaborate effectively with multidisciplinary teams within a matrix organization.
  • Availability for travel, if required.
