Chief of Party, USAID/Peru Program Cycle and Monitoring, Evaluation, Collaboration and Learning Support Activity

Proposal Objective:

The purpose of this activity is to provide technical support and/or services on relevant areas of the USAID program cycle. This includes support for effective planning, robust design, performance reporting, evaluations, conducting special studies, DQA, MEL, CLA, use of GIS, DIS, and KM at all levels to support programs and activities from Peru's bilateral and South America regional portfolios, as well as from USAID Missions in South America.

  • Design, implement, and disseminate evaluations, assessments, and special studies;
  • Provide technical assistance and training in monitoring and evaluation to USAID/Peru and its implementing partners;
  • Strengthen Government of Peru's monitoring and evaluation capacity;
  • Increase collaboration, knowledge management, and learning capacity of USAID to improve sustainability of outcomes.

Position Description:

Social Impact is seeking a full-time Chief of Party to provide overall leadership of this MEL Platform project, including overall activity management and oversight of technical operations and support.

This will be a full-time position based in Lima, Peru for the duration of the contract, contingent upon contract award.

Responsibilities:

  • Lead and manage the overall Contract. Supervise and lead the team, responsible for overall implementation, results, and management.
  • Develop and oversee contract work plans, budgets, and reports based on expected contract outputs and results using an adaptive management approach.
  • Supervise and manage all work of local and international project staff (including employees and consultants).
  • Ensure quality control and the overall responsiveness of Monitoring, Evaluation, CLA, and Knowledge Management technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.
  • Provide overall responsibility for all deliverables through the MEL Platform, inclusive of data collection, monitoring, assessments, report generation, learning and dissemination activities, and related tasks.
  • Identify issues and risks related to contract management in a timely manner and manage the activity's financial resources in accordance with the budget as well as USAID policies and regulations.
  • Serve as the main point of contact between Social Impact, USAID, Government of Peru officials, and related partners.
  • Oversee the project's financial and contractual resources in accordance with the budget as well as USAID policies and regulations.
  • Manage the preparation and presentation of all reports.
  • Willingness and ability to travel to different activity sites across South America.

Qualifications:

  • Masters degree in the field of international development, business administration, public administration, social sciences, or related field.
  • Demonstrated experience supporting USAID MEL efforts.
  • Experience in the oversight of MEL or M&E development projects as Chief of Party.
  • Demonstrated understanding of USAID initiatives, practices, and policies, including the USAID MEL practice, USAID Localization Initiative, etc.
  • Experience designing and conducting evaluations, monitoring, and oversight of MEL and CLA tasks for international development projects, ideally funded by USAID.
  • Experience managing research and/or M&E in Peru or the South America region.
  • Proven supervisory, mentorship, and leadership capabilities for all levels of local and international staff (employees and consultants).
  • Excellent ability to deliver sound guidance, leadership, and solutions on a variety of M&E, Learning, Knowledge Management and other technical tasks.
  • Excellent demonstrated ability to effectively interact with and develop relationships with USAID, local professionals, international donors, host country government counterparts, and implementing partners.
  • Excellent oral and written skills in both English and Spanish.

Estimated salary: $120,000 - $150,000 per year.
