Duty Station: Lima, Peru

Classification: Professional Staff, Grade P2

Type of Appointment: Special short-term graded, six months with possibility of extension

Core Functions / Responsibilities:

  • Monitor project’s budget and indicator execution, and provide updated reports to the Programme Coordinator to assist overall project implementation, in coordination with Programme Support Unit (PSU) and M&E Focal Points.
  • In close coordination with the Programme Coordinator, Unit and Sub-Office Coordinators, and the Programme Support Unit (PSU), draft interim and final project reports for donors and the CO based on programme objectives, work plans, and timelines set by project agreements.
  • Provide liaison support to the CO in engaging with the donor and other key stakeholders (including private sector, government entities and UN Agencies) to ensure proper coordination and implementation of all aspects/activities of the projects.
  • Supervise the implementation of certain activities in the KOICA project, especially the relation with the project’s Implementing Partners and establishing new partnerships with private and governmental entities related to the project’s goals.
  • Contribute to the drafting of concept notes, project narratives, work plans, logical frameworks, results matrices, and other project-related documents in close coordination with relevant units and internal and external stakeholders.
  • Provide technical and backstopping support to project development and implementation to relevant units in the CO.
  • Participate in and contribute to project formulation and preparation, including resource mobilization, appraisal and operational clearance of project documents, preparation of budgets, and project and programme formulation.
  • Undertake travel duties nationally or internationally, as required, including visits to Sub-Offices, to coordinate and support programme implementation.
  • Participate and engage actively at relevant donor or partner meetings, briefings, seminars and conferences at the international and national level as requested.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education: Master’s degree in international development, Business administration, International Relations, Economics, Social Sciences, or a related field from an accredited academic institution with two years of relevant professional experience; or University degree in the above fields with four years of relevant professional experience.

Experience:

  • Demonstrated experience in project management, including development, implementation, monitoring and evaluation.
  • Experience in liaison with donors, government counterparts and/or the private sector (especially with Korean companies).
  • Strong knowledge of reporting for different stakeholders, donors, and project partners.
  • Good writing, communication, and interpersonal skills.
  • Work experience with the UN System, KOICA or other international cooperation and development agencies is an advantage.
  • Work and/or academic experience in Labor Mobility, Social Inclusion and job intermediation of migrants and/or refugees is an advantage.

Skills:

  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities.
  • Good supervision, coordination, and information management skills.
  • Good knowledge of the UN System, NGOs and other international organizations/institutions.
  • Knowledge of migration data, labour migration patterns in the region and ability to negotiate with government authorities.
  • Good knowledge of human and financial resources management.
  • Good conceptualization, analytical and writing skills.
  • Good communication, organizational and interpersonal relationship skills.
  • Ability to meet deadlines and work under pressure with minimum supervision.
  • Ability to maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders.

Languages: IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages. For this position, fluency in English is required (oral and written). Fluency in Korean and Spanish is highly desirable, and working knowledge of another official UN language (Arabic, Chinese, French, and Russian) is an advantage.

Other: Internationally recruited professional staff are required to be mobile. Any offer made to the candidate in relation to this vacancy notice is subject to funding confirmation. This selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible to be appointed in a similar position for a period of 24 months. The list of NMS countries above includes all IOM Member States which are non-represented in the Professional Category of staff members. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible. Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and background verification and security clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021. This will be verified as part of the medical clearance process.
