Context:
Under the overall supervision of the Chief of Mission (Co M), and the direct supervision of the
Programme Coordinator for Migration Management, the Project Officer will be responsible and
accountable for providing technical programmatic support to the implementation and monitoring
of the Korea International Cooperation Agency (KOICA)-funded project, named “IOM supporting
the integration of Venezuelan refugees and migrants into Peruvian host communities through
socio-economic interventions”, and to related activities. The Incumbent will also contribute to
the reporting, donor liaison and project development activities of IOM Peru Country Office (CO).
Core Functions / Responsibilities:
1. Monitor project´s budget and indicator execution, and provide updated reports to the

Programme Coordinator to assist overall project implementation, in coordination with
Programme Support Unit (PSU) and M&E Focal Points.
2. In close coordination with the Programme Coordinator, Unit and Sub-Office Coordinators, and
the Programme Support Unit (PSU), draft interim and final project reports for donors and the
CO based on programme objectives, work plans, and timelines set by project agreements.
3. Provide liaison support to the CO in engaging with the donor and other key stakeholders
(including private sector, government entities and UN Agencies) to ensure proper coordination
and implementation of all aspects/activities of the projects.
4. Supervise the implementation of certain activities in the KOICA project, especially the relation
with the project´s Implementing Partners and establishing new partnerships with private and
governmental entities related to the project´s goals.
5. Contribute to the drafting of concept notes, project narratives, work plans, logical frameworks,
results matrices, and other project-related documents in close coordination with relevant units
and internal and external stakeholders.
6. Provide technical and backstopping support to project development and implementation to
relevant units in the CO.
7. Participate in and contribute to project formulation and preparation, including resource
mobilization, appraisal and operational clearance of project documents, preparation of budgets,
and project and programme formulation.
8. Undertake travel duties nationally or internationally, as required, including visits to
Sub-Offices, to coordinate and support programme implementation.
9. Participate and engage actively at relevant donor or partner meetings, briefings, seminars
and conferences at the international and national level as requested.
10. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education

- Master’s degree in international development, Business administration, International Relations,

Economics, Social Sciences, or a related field from an accredited academic institution with two
years of relevant professional experience; or

- University degree in the above fields with four years of relevant professional experience.

Experience

- Demonstrated experience in project management, including development, implementation,

monitoring and evaluation;

- Experience in liaison with donors, government counterparts and/or the private sector

(especially with Korean companies);

- Strong knowledge of reporting for different stakeholders, donors, and project partners.
- Good writing, communication, and interpersonal skills;
- Work experience with the UN System, KOICA or other international cooperation and

development agencies is an advantage; and,

- Work and/or academic experience in Labor Mobility, Social Inclusion and job intermediation of

migrants and/or refugees is an advantage.Skills

- Proven ability to establish and maintain strong working relations with relevant Government

counterparts, international organizations and private sector entities;

- Good supervision, coordination, and information management skills;
- Good knowledge of the UN System, NGOs and other international organizations/institutions;
- Knowledge of migration data, labour migration patterns in the region and ability to negotiate

with government authorities;

- Good knowledge of human and financial resources management;
- Good conceptualization, analytical and writing skills;
- Good communication, organizational and interpersonal relationship skills;
- Ability to meet deadlines and work under pressure with minimum supervision; and,
- Ability to maintain partnerships with development partners, government counterparts, UN

agencies, local authorities and other relevant stakeholders.Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Fluency in Korean and Spanish
is highly desirable, and working knowledge of another official UN language (Arabic, Chinese,
French, and Russian) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
