The Global Green Growth Institute - GGGI is an intergovernmental organization, based in Seoul - South Korea, founded to support and promote a model of economic growth known as "green growth".

GGGI collaborates with countries, multilateral institutions, government agencies, and the private sector to help build economies that are prosperous and efficient, sustainable in the use of natural resources, less carbon-intensive, and more resilient to climate change.


In Peru, GGGI, in consortium with World Agroforestry (ICRAF) and the Peruvian Society of Environmental Law (SPDA), is implementing the project _"Agroforestry Concession Scheme of Peru: Enabling the Multilevel Implementation of an Innovative and Transformative Policy",_ hereinafter AgroFor Project, which is funded by the government of Norway.

This three-year initiative will help the government of Peru create the institutional, technical, legal and financial conditions to enable the successful implementation and execution at scale of the Assignment in Use Contracts for Agroforestry Systems - CUSAF (enabling title established and regulated by Peruvian forestry legislation) in the Peruvian Amazon.

Through these contracts of cession in use, small family producers who have been carrying out activities within forest lands, will be able to manage their areas, conditioned to the implementation of sustainable practices of use within the framework of the law, and with the accompaniment of adequate technical and financial incentives.


The intervention of the AgroFor Project in improving the conditions for the implementation of CUSAF is fundamentally based on the fact that agroforestry has demonstrated its ability to simultaneously address social, environmental and climatic challenges of agricultural production, including food security, territorial management, biodiversity conservation, climate-smart agriculture, land restoration, among others[1].

This is due to the fact that it is estimated that globally more than 40% of agricultural land has at least 10% tree cover (Zomer et al. 2016), a context where agroforestry is presented as a highly widespread alternative that allows to contribute substantially to face various problems in the territory.


It is in this context that Peru decided, in 2018, to define as one of its climate commitments in the thematic area of land use, use change and forestry (USCUSS), to establish an NDC measure of Agroforestry Systems (SAF).

This measure is under the competence of the National Forestry and Wildlife Authority - SERFOR. This measure is currently being updated by SERFOR itself, with the support of the AgroFor Project.

Specifically, it seeks to update the Tentative Programming of the SAF measure, which is aimed at increasing its ambition, increasing the potential for reducing emissions.

GGGI supports the updating of the NDC-SAF tentative programming as a member of the AgroFor consortium.

GGGI will focus on the valuation and costing of activities, as well as on the identification of the budget for the implementation of this measure.

Objectives of the assignment:


The general objective of this consultancy is to have a financing proposal for the implementation of the NDC measure of Assignments in Use for Agroforestry Systems (NDC-CUSAF), including its enabling conditions, within the determined territorial scope.

The specific objective is to construct a financing proposal that includes the cost-benefit and cost-effectiveness analysis of the measure, as well as a detailed cost structure proposal, which allows the following:

  • Itis used as part of a financial analysis by SERFOR and regional governments to plan the implementation of the measure.
  • Provide detailed information on the total corresponding costs for the implementation of the NDC-CU SAF, so that the information can be used to request public (ordinary or investment) or private (international cooperation) budgets
  • Identify potential sources of funding for the implementation of the NDC-CUSAF
