Background:


The Monitoring, Evaluation and Learning for Sustainability (MELS) project of the United States Agency for International Development (USAID) is implemented by EnCompass and All In for Development.

MELS provides support to USAID/Peru in the design and development of evaluations and studies to improve the use of evidence and learning for decision-making (Component 1); strengthens the monitoring, evaluation, and learning capacities of USAID partners and government institutions to consolidate their monitoring and evaluation systems (Components 2 and 3); and technically assists USAID and its partners to improve collaboration, learning, and knowledge management for sustainability (Component 4).


Scope of Work:

The MELS project requires the hiring of a Performance Monitoring Specialist (PMS) for the project.

The PMS will be responsible for leading performance monitoring efforts addressed to the USAID/Peru MEL team and implementing partners (leading MELS Component 2), as well as implementing the MELS Activity's own internal performance monitoring.


Positions Responsibilities and Duties:


Component - Serve as the technical specialist for performance monitoring tasks related to MELS evaluations and assessments, e.g., advising on the feasibility of using monitoring data in study designs, providing input to study recommendations that involve monitoring actions, etc.

Component - Lead all work under Component 2, including:

  • Provide direction, guidance and technical support to USAID MEL Team in the design and implementation of the Mission's Performance Management Plan (PMP), including developing PMP sections and ongoing implementation of the PMP.
  • Plan and provide technical support to implementing partners for developing partners' Activity Monitoring Evaluation and Learning Plan (AMELP), ensuring AMELPs reflect work plans, address data quality, and meet ADS 201 requirements along with other USAID guidelines.
  • Oversee planning and quality of Geographic Information Systems (GIS) deliverables for USAID/Peru. This includes the design and implementation of a capacity diagnostic and leading the design of a capacity building program.
  • Support USAID Development Information Solution (DIS) needs and services to USAID/Peru, including leading the design and delivery of a training program and technical assistance for implementing partners.
  • Prepare and lead the validation of guides and templates for implementing partners.
  • In coordination with the Capacity Building Specialist, participate in planning meetings with targeted implementing partners and provide technical guidance for performance monitoring, including a diagnostic tool, workplans, improvement plans, and other products.
  • Colead monitoring and evaluation training workshops (addressed to implementing partners) as appropriate.


Component - In coordination with the Capacity Building Specialist, participate in planning meetings with targeted Government of Peru partners and provide technical guidance and advisory services for performance monitoring diagnostic tools.

MELS' AMELP development and implementation

  • Manage the daytoday implementation of the AMELP and its future revisions and updates.
Management activities

  • Update MELS team regarding USAID revisions to performance monitoring policies
  • Manage short term technical assistance (consultants) hired to perform monitoring tasks. This includes scope of work design, performance of technical requirements within scopes of work, supervising service delivery to USAID, conducing quality assurance reviews of technical deliverables, supervising support services from the EnCompass Home Office, etc.
  • Contribute to MELS Activity recruitment processes (STTA and LTTA positions).
Other duties as assigned.

  • Ensure meaningful revisions to the PMP, PMELPs, and AMELPs
  • Support Work Planning process
  • Training activities in M&E for implementing partners.

Position Requirements

  • Bachelor or Master's degree in social science or at least 6 years of experience in technical role designing and carrying out monitoring activities for development projects or related field
  • Demonstrated expertise in the development of performance monitoring indicators, monitoring systems, data collection tools, data verification practices, and monitoring and evaluation plans.
  • Professional working proficiency in English (Foreign Service Institute level 3) and native or bilingual proficiency in Spanish (Foreign Service Institute level 5).
  • Citizens and Nationals of Peru are strongly encouraged to apply
