**Position Summary**

IPA Peru has been leading field-based randomized evaluations since 2003. Our work in Peru and other LAC countries without an IPA country office is defined by strong engagement with key decision-makers and foundational research in education, gender-based violence, social protection, financial inclusion, and health.

IPA Peru is seeking a Senior Policy Associate (SPA) to support an Inter-cultural Bilingual Education project designed to enhance mathematics learning outcomes for children in rural areas of Peru. The SPA will lead the implementation activities, serve as the focal point with Principal Investigators and implementing partners, and support the scaling activities of the project.

**Responsibilities**

**Project management**
- Work together with the Country Director and Policy Manager to develop a strategy, work plan, and schedule for the project's activities.
- Lead the financial management of the project, including budget creation and monitoring.
- Oversee the operation and human resources management of the project.
- Ensure the effective implementation of the budget and activities in accordance with the administrative and financial regulations of IPA Peru and IPA Global.
- Act as the focal point for coordinating project activities with principal investigators and partners.

**Lead the implementation of the project**
- Manage and execute the project activities in line with the established strategy, work plan, and schedule.
- Manage and coordinate fieldwork, ensuring compliance with IPA's quality standards, and supervise the implementation staff.
- Design the intervention's implementation strategy, validating it with principal investigators and partners.
- Coordinate arrangements and validations for the project's implementation.

**Manage project outputs**
- Generate reports on the project's implementation.
- Support the generation and dissemination of policy and communication outputs (e.g., presentations and policy briefs)

**Project development**
- Assist the Country Director and Policy Manager in IPA Peru’s business development process.
- Proactively identify and pursue funding opportunities for the project.

**Others**
- Keep the Country Director informed about the project's implementation.
- Attend the IPA Peru office on assigned days and hours in Lima.

**Qualifications**

**Required**
- A bachelor’s degree in social science, political science, psychology, economics, or related fields.
- A minimum of 4 years of experience in project implementation and management, in the educational sector preferred.
- Experience in the public sector or working closely with the government.
- Good knowledge of the Peruvian context.
- Familiarity with Randomized Controlled Trials (RCTs).
- Excellent skills in management and organization.
- Excellent verbal and written communication skills.
- Ability to effectively communicate and manage relationships with senior officials in government and other partner organizations.
- Ability to work independently and complete assignments within the given parameters of instructions.
- Excellent writing and communication skills in Spanish.

**Preferred**
- A Master’s degree in Social Science, Public Policy, Development Studies, or related fields.
- Excellent writing and communication skills in English.
- Knowledge of Inter-cultural Bilingual Education.
