**Infrastructure Expert - Peru**

**Primary Duties and Responsibilities**:
The UK PACT (Partnering for Accelerated Climate Transitions) programme aims to improve the effectiveness of key institutions (public, private, and civil society) in partner countries to deliver accelerated emission reductions. In partnership with the Peruvian government, UK PACT is seeking a senior-level Infrastructure Expert to support the high-level Peru-UK Infrastructure Task Force in enhancing the governance and delivery of infrastructure projects in the country.

The Infrastructure Expert will be responsible for supporting optimization of two key phases of the project cycle: 1) project design to include preparedness, approval and assurance, based on the HM Treasury’s Five Case Model (5CM); 2) contractual execution, utilizing best practices that can assure the consistency, transparency, control and management for project and service delivery. To ensure long-term relevance and fairness, the deployment will embed principles of gender equality, disability, and social inclusion (GEDSI) throughout these phases, particularly in governance, capacity building and the design of infrastructure solutions.

In this line, the Infrastructure Expert will provide hands-on support to the Ministry of Economy and Finance (MEF) and ProInversion, to consolidate MEF’s newly created Centre of Excellence, and institutionalise the Five Case Model (5CM) (aimed at optimising project design) as well as the UK’s approach to mitigation (net-zero) and climate resilient infrastructure. These efforts will lead to improved project planning and execution with a sustainable and inclusive footprint, while institutionalising these practices as part of Peru’s infrastructure ecosystem framework and governance.

This assignment will be full-time based in Lima, Peru for a fixed term of 18 months.

The main activities to be carried out by the Infrastructure Expert include:

- Strengthening infrastructure governance and delivery by supporting key public entities (such as the MEF, ProInversion, General Controller Office, the National Infrastructure Authority, and the Ministry of Transport and Communications) in implementing and evaluating infrastructure projects in Peru based on 5CM best practices. This will include embedding 5CM and wider enhanced project design methodologies into the infrastructure ecosystem (framework and governance), to include adapting quality assurance methodology to the General Controller Office’s preventive control model.
- Further building institutional capacity and supporting knowledge transfer by hosting four (4) workshops to build capacities on the 5CM and wider UK project design methodologies with MEF, ProInversion, CGR, ANIN, MTC, and other key execution entities from the central government, plus two (2) additional workshops to build capacities of regional governments.
- Developing a report to identify gaps in the project execution phase (working closely with MEF and ProInversion) and proposing a roadmap for improvement, promoting UK industry expertise.

Consolidating an action plan to optimize project design and execution for roughly 20 flagship projects in the National Infrastructure Plan.
- Action planning to consolidate the Centre of Excellence at MEF, driving knowledge transfer and capacity building beyond the duration of technical assistance.
- Developing a clean energy investment roadmap and action plan, identifying policy enablers to drive energy transition as a cross-cutting requirement for the planning and execution of infrastructure project pipelines.

Preparing and organizing the first Regional Infrastructure Task Force with five (5) key governments from Latin America, and presence of the National Infrastructure and Service Transformation Authority, leveraging the regional scale for the dissemination of UK best practices and showcasing of UK industry expertise on infrastructure investment.

**Required Qualifications**:

- Professional public or private sector experience with project development, preferably focused on infrastructure projects and/or policies to include processes related to project formulation, innovation, acceleration, or incubation;
- A postgraduate degree in Economics, Public Policy, Public Administration, or related field desired;
- Preferable knowledge of the Peruvian public investment system and infrastructure governance;
- Desirable previous knowledge of the IPA/NISTA’s best practices in project planning and design, and/or successful business methodology analysis;
- Demonstrated ability to engage with GEDSI-relevant stakeholders, including government inclusion units, civil society organizations, and representatives of marginalized populations, particularly in regional or subnational contexts;
- Knowledge of inclusive infrastructure frameworks and international best practices, including gender-responsive design, universal accessibility standards, and mechanisms for equitable benefit-sharing;
