Senior Advisor

Culmen International is recruiting for a Senior Advisor to support humanitarian aid and disaster relief reform objectives of the Peruvian Ministry of Defense and Armed Forces.

The Senior Advisor will support the continued development of the Peruvian Army’s doctrine, manning, and force management capabilities necessary to enable effective strategic joint operations and interagency coordination when confronting man-made and natural disasters, terrorist incidents, and other crises.

Roles & Responsibilities:

- Focus on the development of plans and doctrine
- Advise on the establishment of transparent and effective human capital practices and force management to include the integration of females in leadership positions
- Assist the Peruvian Army and Military, to build capacity to conduct effective combined joint operations and interagency coordination when confronted with man-made or natural disasters or terrorist incidents.
- Provide technical assistance to build sustainable institutional capacity
- Coordinate with US Embassy team and USG agencies to support HA/DR program development

Basic Qualifications:

- US. citizen
- Ability to obtain and maintain a Secret security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract/task order performance.
- Technical and professionally proficient in Spanish at a level equivalent to DLPT2+/2+/2+, Foreign Service Institute 3/3, or other demonstrated proficiency in the language
- Master’s degree in areas such as National Security, Homeland Security, Emergency Management, Public Policy, International Relations or a similar field AND at least six (6) years of professional experience working in emergency response and/or disaster preparedness;

OR
- Bachelor’s degree in the aforementioned areas AND at least TEN (10) years of professional experience working in emergency response and/or disaster preparedness.
- Have reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity (i.e. FS-02/GS-14).
- Minimum five (5) years of experience as a strategic planner, force development expert, or interagency collaborator
- Minimum two (2) years’ experience advising foreign military or senior government officials.
- Proven success in individual and organizational capacity building and aptitude to share knowledge, mentor and coach others
- Prior experience working or living abroad for a minimum of one year in a developing country.
- Experience Prior demonstrated experience working in service, combatant, or strategic level headquarters (e.g., OPNAV, OSD, Joint Staff, USCG, ONI, and/or COCOM staff)
