Technical assistance for designing a Payment for Ecosystem Services (PSE) framework associated with smallholders and agroforestry concessions within the implementation of AgroFor project (PE08)

PROJECT BACKGROUND:


Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as 'green growth' which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability.

GGGI, through its office in Peru, has been supporting the Peruvian Government in developing institutional capacities, technical and financial measures to implement mechanisms for green growth national policy, according to the priorities established in the National Competitiveness and Productivity Plan and Productivity, National Environmental Law, and other environmental and climate efforts, as well as compliance with international commitments.

Besides, GGGI Peru work involves supporting public institutions at the national and regional levels to achieve their green growth ambitions by implementing green financing strategies reducing deforestation through agroforestry concessions.

In Peru, GGGI, in consortium with World Agroforestry (ICRAF) and the Peruvian Society of Environmental Law (SPDA), is implementing the project '

Peru Agroforestry Concession Scheme:

Enabling Multilevel Implementation of an Innovative and Transformative Policy', hereafter AgroFor Project, which is funded by the Government of Norway.

This three-year initiative will help the government of Peru create the institutional, technical, legal, and financial conditions to enable the successful implementation and execution at scale of the Cession in Use Contracts for Agroforestry Systems - AC (an enabling title established and regulated by Peruvian forestry legislation) in the Peruvian Amazon.

Through these contracts of cession in use, small family producers who have been carrying out activities on forest lands will be able to manage their areas, conditioned to the implementation of sustainable land use practices within the legal framework, and with the support of adequate technical and financial incentives.


Pursuant to this objective, AgroFor Component 3 seeks to support public and private financial institutions to promote incentives among smallholder farmers who implement new sustainable agroforestry practices under ACs.

In addition, Project Outcome 3.2.2 identifies opportunities for the Payment for Ecosystem Services (PSE) or MERESE (in Spanish) with ACs beneficiaries and seeks to design the most suitable mechanism of ACs users, making visible the PSE potential as incentives.


In this context, GGGI requires the services of a consultant specializing in PSE to systematize inputs related to the potential of this mechanism as an incentive concerning agroforestry practices.

The consultant will gather MERESE case studies in the regions of Amazonas and San Martín, in addition to identifying relevant cases in the Latin American area and will finally design a PSE mechanism for ACs smallholders within the framework of the information and geographical scope of the AgroFor project.


OBJECTIVES OF THE ASSIGNMENT:


The general objective is to design a MERESE for ACs smallholder farmers based on the compilation of success stories of MERESE in the Latin American region and the areas of the project geographical scope.

The specific objectives will be under the consultant responsibilities, as follows:

  • Systematize MERESE case studies of the Latin American region, Amazonas, and San Martín regions in Peru.
  • Design a MERESE based on agroforestry practices for ACs beneficiaries.
  • Gather information relevant to the project from national, regional, and local stakeholders which promote and work on MERESE initiatives.
  • Socialize the consultancy results to the key actors (in coordination with GGGI).

DELIVERABLES AND PAYMENT SCHEDULE:
