Conflict Analysis Consultant:

Conflict Analysis (Consultant) based in Peru to support the implementation of DI's justice, rights, and security rapid response programming. As part of its support to the Ombudsman's Office (La Defensoria del Pueblo), DI will conduct an assessment of social conflict in Peru's 14 regions. This assessment will allow the Ombudsman's Office to identify and understand the current conflict, its trends, and its consequences. To this end, DI is seeking a Conflict Analyst consultant, embedded in the Office for the Prevention of Social Conflicts and Governance (APCSG) at the Ombudsman's Office, to review and edit a series of specialized reports on the current conflict in Peru's regions. The consultant will also prepare an analysis report with findings, conclusions, and recommendations for the APCSG.

_Essential Job Duties:

  • Prepare a work plan for the review, edit, and analysis of specialized reports on social conflict in the regions.
  • Prepare a monthly report on progress to complete planned activities.
  • Review preliminary social conflict reports and create a document of findings and observations.
  • Review final reports and create a document of findings and observations.
  • Prepare a final report index, establishing the underlying causes that led to the social and political crisis.
  • Collaborate closely with the APCSG and the Defensoria del Pueblo.
  • Participate in coordination and other work meetings with the APCSG and DI's team to monitor planned activities.

_Deliverables_

  • Work plan, methodology, and work timeline.
  • Monthly report of activities developed to review the preliminary regional social conflict reports.
  • Presentation of a final report of activities, including an annex with the final analysis report of the specialized investigations on regional social conflict.

_Qualifications:

  • A bachelor's degree from a recognized university in political science, sociology, anthropology, or history (required).
  • A master's degree in human rights, sociology, political science, or similar studies (preferred).
  • At least 5 years of work experience related to governance, social conflict, public policy, public management.
  • Specific experience conducting research and conflict analysis on social issues, social movements, collective action and/or political identities.
  • Ability to implement intercultural and gender sensitive approaches.
  • Ability to use ICT tools and software for qualitative and quantitative data processing.
