Manager Children, Youth and Family Services - Monash City Council Attractive remuneration package and flexibility Monash City Council is a dynamic organisation committed to providing excellence in service delivery. Located in the eastern region, Monash is a cosmopolitan and culturally diverse city, close to the demographic centre of Melbourne. As a key advisor to the Chief Executive Officer, Executive Team and to Council, this Manager plays a critical role in ensuring high-quality, compliant and efficient, direct service delivery to families, youth and children in Monash. The role oversees a diverse portfolio including Maternal and Child Health and Immunisation, Brine Street ECLC, Youth, Middle Years and Family Services, Early Years Services, including central registration enrolment and Playgroups, Homelessness Support, and Early Years, Youth and Families Infrastructure Planning. Reporting to the Director Community Services, this pivotal leadership role leads 6 direct reports and an overall team of 68 FTE. Key responsibilities will include: - Leading strategic initiatives and partnerships to deliver positive outcomes for children, youth, and families in the City of Monash, whilst ensuring child safety, compliance, and innovative service models that respond to community need - Fostering a collaborative, inclusive, and high‑performing team culture that prioritises team development, wellbeing, and accountability, while ensuring services are responsive to the needs of children, young people, and families - Provide policy and advice to Council in relation to Children, Youth and Family Services, ensuring that Council is aware of developments in State and Federal Government policy and the expected impact on the Monash community - Explore opportunities for partnerships and build effective networks between Council and community organisations, other Councils, service providers, State and Federal governments and other sectors, including the preparation of submissions to ensure that Council has maximum access to grant funding programmes - Manage and oversee the development of the strategic direction, business and financial plans and policies for the business unit, ensuring compliance with Government legislation - Drive a culture of continuous improvement across the department, including reviews of service delivery options, opportunities and development of plans for innovative models of service delivery to meet growth and changing community needs in a sustainable way. Applications are sought from experienced, professional leaders who bring significant experience working across delivery of Children, Youth and Family services, proven expertise in managing diverse teams through a period of change, a high level of commercial acumen including financial capability, and exceptional communication and stakeholder engagement skills. Experience in local government or complex, service delivery organisations would be highly beneficial for this challenging and rewarding role. Tertiary qualifications of relevance to the role are expected, along with substantial management experience in the delivery services related to family, youth and children. The ability to analyse trends within the industry specifically to services within this portfolio and to strategically plan for programmes and facilities that will benefit the overall community and meet increased demand of the municipal growth will be critical. Candidates will be motivated to drive change and maintain a high standard of personal and professional integrity, with demonstrable commercial acumen and the ability to work successfully in a political environment positioning the incumbent well for success in this highly rewarding and impactful role.
