**DESCRIPTION OF GOODS / SERVICES**
Resonance seeks a payroll service provider to employ up to 2 staff members inPeru for an anticipated duration of about 2 years. The provider will employ the individuals Resonance selects, following all applicable labor laws, tax withholdings, and benefit administration. The provider must have legal authority established in Peruto hire staff. Additionally, Resonance will require the provider to also administer payment of expenses in local currency.

**SCOPE OF WORK FOR SERVICES**
- Directly contract employees (local staff) on behalf of Resonance in Peru and assume all administrative responsibilities of transferring salary payments, maintaining payment records, offering benefits in compliance with labor laws, and, if applicable, transfer expense reimbursements.
- Provider will be expected to submit monthly and ad hoc reports on salary payments and other transactions with supporting withholding receipts, value-added taxes, and other documentation for employees hired by the service provider on behalf of Resonance.
- Ensure compliance with all local labor laws in Peru. The provider will be expected to advise Resonance on offering benefits and employment requirements with local laws as well as provide ongoing guidance as employment situations arise.
- Calculate net payments based on gross salaries, benefits, and taxes.
- Process monthly payroll transactions, including payment of wages in local currency, withholdings, and reporting of all appropriate and legally required tax and benefit payments with each paycheck and annually as required by tax authorities and Resonance. This includes processing payroll related statutory payments and value-added tax refunds (if applicable) to relevant regularly bodies on behalf of Resonance.
- Drafting and executing employment agreements for each employee.
- Administration of employment benefits as defined by local labor laws and employment contracts.

**SUBMISSION REQUIREMENTS**
- Submission should include complete service offerings and cost estimate to fulfill scope for the following requirements: full-time staff, part-time staff, and consultants over a period of two years in Peru.
- Offeror should provide a mock-up of the payroll invoice and documentation that will be submitted to Resonance monthly for full-time staff, part-time staff, and consultants.
- Offeror should provide a written past performance summary that demonstrates operational and technical controls in Peru, highlighting experience with USG funding, if applicable.
- Offeror should provide information on Resonance operational requirements including, but not limited to any operational requirements for wire transfer payments from Resonance, timesheet processing, etc.
- Offeror should provide up to three references.

**EVALUATION METRICS & CRITERIA**

Quotations will be evaluated independently and receive a weighted numerical score, with the weights noted below for each category:

- Range of services offered (e.g. processing of expenses, online timesheet system)
- 50%
- Management Capabilities (e.g. ease of set-up for each employee, use of online dashboards, direct transfer of payments to the firms’ bank account, previous experience hiring employees in Peru, etc.) - 25%
