WUSC (World University Service of Canada) is a Canadian non-profit organization working to create a better world for all young people. We have over 300 staff across Canada and the globe, working in collaboration with a diverse set of donors and partners to achieve our organizational vision.
NATURE AND SCOPE :
In response to a Request for Proposals by Canada’s Department of Foreign Affairs Trade and Development (DFATD), WUSC is preparing a proposal for the Field Support Services Project (FSSP) based in Peru & Bolivia. This FSSP is responsible for providing a range of services in support of program delivery and policy dialogue of Canada’s international assistance in Peru & Bolivia. These services include, but are not limited to, the provision of technical, administrative, financial, and logistical support services.
The Finance and Administrative Officer will be responsible for managing the financial, procurement and administrative aspects of the FSSP.
RESPONSIBILITIES:
The tasks for the FSSP Finance and Administrative Officer include, but are not limited to the following:
- Providing administrative and technical support of a clerical nature as required to a project team;
- Assisting in performing such tasks as maintaining project documentation and records;
- Assisting and contributing to the preparation of all key FSS deliverables and documents;
- Acting as the first point of contact in a "hotline" situation by accepting incoming calls, logging calls, attempting to resolve simple problems and following established procedures for more difficult problems;
- Tracking Technical Specialist requests;
- Providing administrative assistance to third parties, as required;
- Maintaining and tracking financial transactions, enters commitments and expenditures into the project financial budgets;
- Maintaining accurate records and supporting documents, including invoices and timesheets for all invoices submitted to DFATD for reimbursement;
- Arranging logistical services such as vehicle rental, travel and missions, as required;
- Assisting with the coordination of logistical services and FSS activities with third parties; and
Assisting with the preparation of progress reports and other documents.

QUALIFICATIONS AND COMPETENCIES:
Degree in a relevant discipline such as finance, accounting, economics or business or public administration.

Experience
- A minimum of five (5) years of experience as a Financial and Administrative Officer
- Prior experience working in a Developing Country or working with International Development Assistance Stakeholders, preferably in Peru or Bolivia;
- Proven track record of managing international development projects with a minimum annual budget of 1 million dollars CAD ;
- Demonstrated experience in managing and monitoring project related expenditures according to approved project budget and ensure financial records are maintained in an accurate and timely manner;
- Proven experience in reviewing financial reports;
- Proven experience in administering the provision of logistical services;
- Demonstrated experience in developing and maintaining record keeping and filing system.
- Demonstrated ability to manage time productively and efficiently and meet changing deadlines;
- Able to work effectively in a dynamic team environment (working both independently and as part of a small team);
- Good analytical, problem-solving, and decision-making skills;
Highly proficient in the use of Microsoft Office and Google software including Gmail, calendar, drive, spreadsheet, word processing, and presentation software.

Professional proficiency in Spanish and English/French (oral, reading, writing)
