Reporting to the Compañia Mineral Zafranal Project (CMZ) Project Services Manager,
The Contracts and Procurement Manager will play an integral role in the Zafranal Contracts and Procurement organization and will handle cradle-to-grave contract and procurement management lifecycle functions while managing the day-to-day operations of the contracts and procurement team.


Responsible for managing the full contracting lifecycle: developing and recommending contract strategies(including the identification of compensation and market approach models), developing detailed Contract risk registers (including the development and implementation of prevention and mitigation strategies) planning and executing Request for Proposal (RFP) processes, evaluating proposals and negotiating agreements, making recommendations for the award, conforming contracts for execution, administering (including assessment of payment and commercial claims), and closing contracts.

Close liaison and coordination with the project managers, project teams, project services disciplines, and corporate shared service groups (legal, risk, customs, trade compliance, etc.) are required.


While in the detailed design phase,
the role will generally be based out of the Lima Zafranal office, with an option for rotations or assignments for this role.

Once the project transitions into construction the role will be site based with a rotation to be established during detailed engineering.

Project Overview:


The Zafranal Project is managed by Compañia Minera Zafranal ("CMZ") in which Teck holds an 80% interest and Mitsubishi Materials Corporation a 20% interest.

The project is a mid-sized copper-gold mine development opportunity in southern Peru at a moderate elevation with good access to existing road and port infrastructure.


The Feasibility Study ("FS") was completed in June 2019 and contemplates a 65 ktpd open-pit mine and concentrator operation producing an average of 125 ktpa copper in concentrate over the first five years and 78 ktpa copper in concentrate over a 19-year mine life at C1 cash costs of $1.16/lb and $1.49/lb respectively, net a significant gold credit in concentrate (using $3.50/lb Cu and $1,550/oz Au).

A mineral inventory for possible mine life extension has been identified in drilling.

Accountabilities:

  • Be a brave leader in security, and adhere to and sponsor safety and environmental rules and procedures.
  • Maintains and demonstrates Teck's commitment to safety and environmental protection as a core value.
  • Develops and recommends Project Contracting Strategies to Project Director for multipackage contracting scopes.
  • Develops and recommends contract strategies and contract plans to Project Managers/Directors, ensuring contract strategies consider appropriate legal, commercial, and technical approaches to scope packaging, bidding, awarding, managing, and closing contracts.
  • Manage the request for proposal (RFP) process, being responsible for planning, preparing, and managing the documentation and RFP process.
  • Analyze commercial proposals, evaluate commercial and technical risks, manage the technical evaluation, negotiate commercial and legal terms, and recommend awards based on best value.
  • Execute and award contracts and ensure management and preservation of records.
  • Administers agreements (postaward) including evaluating premobilization deliverables, reconciling invoices, negotiating/resolving disputes, negotiating changes, implementing change management procedures, and closing contracts.
  • Proactively guide Project Manager/Director and project teams regarding contract management strategies, options, and considerations throughout all stages of contracts and Purchase order lifecycles.
  • Interprets legal and commercial terms and relies on those terms to manage contractors, advise Project Managers and project teams, and resolve disputes/claims.
  • Implements effective change management to ensure contract/Purchase Order modifications are properly documented and approved.
  • Implements and align systems supporting contracts and PO formation and administration, as required, so that smooth execution is achieved. Maintains accurate records of committed, actuals, expended, and forecast Owner's costs associated with the project against the approved commitments.
  • Ensures contracts and purchase orders are closed out appropriately and by applicable legislation.
  • On a project, manages and instructs the EPCM in its execution of the full contracting and procurement lifecycle on behalf of Teck.
  • Develops Management approval contracts and procurement management policies, procedures, and templates utilizing the Project Procedures Manual from the Project Development group.
  • Serve as the leader of the negotiation of the agreement (contracts and procurement) process on behalf of Teck Resources Ltd.
